The Virginia Department of Forestry is looking for a contractor who has working experience and knowledge performing Forestry Mulching within a designated stand on the SW Virginia Veterans Cemetery located in Pulaski County near Dublin, Virginia. Work must be completed before March 30th, 2024. Please reach out to thomas.baumann@dof.virginia.gov with any questions about this solicitation. Answers will be provided in writing or via addendum. Mulch depth should be no more than 3 inches on average across the site overtopping the soil to allow for the planting of pine. Depths greater than that may require piling of mulch on site to yield 80% of the area available for chemical site prep and tree planting. Localized pockets of heavier mulch distribution is allowed as long at 80% of the area is available for planting. Trees more than 5 inches in diameter at breast height do not need to be mulched, nor do tree stumps exceeding 6 inches in diameter. The distribution of mulch across the area will cover 95% of the area. The maximum allowable mulch size of pieces may not exceed 6 inches in length and 3" in diameter if scattered across the site. Areas of standing water will not be mulched, and ditches and other drainage structures will be protected and remain open to allow for continued movement of water if present. Access to the project area will be via the service / delivery road on the southwest end of the property. No entry is allowed via the main cemetery entrance. During special events or memorial services, the contractor may be asked to suspend work if noise from the work being performed is deemed to be of a concern for the event. In those instances, the contractor will be given at least 24-hour notice. Facility grassed areas currently being mowed should not be impacted by any debris from the contractor and remain open to allow continued mowing of the grass. Any trash from the contractor's operations will be picked up and disposed of properly.
