Reference Number 0000335281 Job 1609 A Street, Floresville, Texas, 78114 The Floresville Electric Light & Power System ("FELPS") is issuing this Request for Proposals ("RFP") to solicit written sealed proposals from qualified and experienced companies for all, materials and work required for the construction/refurbishment of the FELPS Floresville Substation, as further detailed and described in the plans, specification and drawings. Question Deadline 12/27/2023 at 5:00 PM CT Questions are submitted online No General Requirements - Installation Required - Insurance Required Bonding Requirements - Performance Bond 100 % - Payment Bond 100 % Final Completion January 28, 2025 The Floresville Substation is owned by both FELPS and CPS with CPS owning the 138kV side of the station up to the 138kV circuit switchers, the station fence, and the entire station ground grid. FELPS owns the 138kV circuit switchers and all equipment downstream. Questions pertaining to this RFP shall be emailed to FELP Project Manager (PM), Dustin Ramaekers (dramaekers@principlesvc.com) Phase 1 Scope of Work to achieve First Substantial Completion: Complete installation of new T2 transformer and distribution bay, including but not limited to the following: o Install cast in place pier and mat foundations necessary for the installation of steel structures and electrical equipment. o Install below and above grade grounding. o Install below and above grade conduit. o Install steel structures. o Install distribution wood structures. o Install bus and conductor, including distribution feeder circuit conductor. o Install high and low voltage switches. o Install miscellaneous electrical equipment. o Install relays and control panels. o Install and terminate power and control cables. o Support testing and commissioning. o Note: T1, T3 and T4 transformers to remain energized for most, or all, of Phase 1. o Note: Depending on weather conditions and schedule progress, FELPS is currently planning for a 1.5 month pause in construction activities during a portion of the summer months and after completion of Phase 1 to minimize risks of unplanned outages during peak load conditions. FELPS recognizes this pause will lead to an additional mobilization and demobilization. Phase 2 Scope of Work: Complete demolition of existing and installation of new T1 and T3 distribution bays, including but not limited to the following: o Remove existing bus and conductor. o Remove existing low voltage switches. o Remove existing miscellaneous electrical equipment. o Remove existing steel structures. o Remove existing concrete foundations. o Install cast in place pier and mat foundations necessary for the installation of steel structures and electrical equipment. o Install below and above grade grounding. o Install below and above grade conduit. o Install steel structures. o Install bus and conductor. o Install low voltage switches. o Install miscellaneous electrical equipment. o Install and terminate power and control cables. o Support testing and commissioning. o Note: T2 and T4 transformers to remain energized for most, or all, of Phase 2. Phase 3 Scope of Work: Replace T4 reclosers with circuit breakers, replace switches, correct operating and transfer busses, install new static pole: o Remove existing bus and conductor. o Remove existing low voltage switches. o Remove existing miscellaneous electrical equipment. o Remove existing concrete foundations. o Install cast in place pier and mat foundations necessary for the installation of steel structures and electrical equipment. o Install below and above grade grounding. o Install below and above grade conduit. o Install steel structures. o Install bus and conductor. o Install low voltage switches. o Install miscellaneous electrical equipment. o Install and terminate power and control cables. o Support testing and commissioning. o Note: T1, T2 and T3 transformers to remain energized for most, or all, of Phase 3. Phase 4 Scope of Work to achieve Second Substantial Completion: o Coordinate switching plan with FELPS to complete installation of switches FV-BT3, FVBT4, FV-BT5, and FV-BT6, as needed. Scope of Work to achieve Final Completion: o Final site and rock grading. o Site cleanup. o Final owner inspection. o Demobilize.
