**As of January 31, 2024, project was awarded to Blazer Industries Inc, Zaugg Timber Solutions Inc, Intelifab LLC and Pacific Wall Systems Inc, with a total awarded amount of $20,000,000.** The State of Oregon, acting by and through its Housing and Community Services Department, ("Agency"), is issuing this Request for Applications ("RFA") to invest in Oregon's emerging modular housing industry as one of many approaches to address the State's housing crisis . To accelerate growth in this industry, Agency is tasked with establishing the Modular Housing Development Fund ("MHDF") Program. This new MHDF Program will provide grants to entities to begin or expand production capacity for the development of modular housing and components. Funding for the MHDF Program comes from a $20 million general fund appropriation in the 2023 legislative session under House Bill 2001. The primary objective of this RFA is to increase modular home and modular home component production capacity to support home builders and developers in meeting housing demand. Related objectives include but are not limited to: o Increasing supply available for disaster recovery; o Improving production efficiency; o Expanding production capabilities; o Lowering production costs; and o Meeting capacity demands for Low- and Middle-Income families Agency anticipates the award of approximately four Grant Agreements (each a "Grant") from this RFA. Each Grant is expected to be for $5 million. If too few satisfactory Applications are received, Agency may consider Grants in excess of $5 million. The initial term of eachGrantis anticipated to end on June 30, 2029 to accommodate ongoing reporting requirements; however, all Grant funds must be spent by June 30, 2025.
