Renovation of a detention facility in Golden, Colorado. Conceptual plans call for the renovation of a detention facility.

The HVAC systems on the Campus at Lookout Mountain (CALM), Division of Youth Services Centers (DYS) are either the original systems of the buildings or have been replaced approximately fifteen years ago. Each has exceeded their life expectancy. The systems need to be replaced with more efficient systems that are more compact and have readily available parts. The current systems provide a challenge when repairs are required since many replacement parts are no longer available. These buildings house a variety of programs, including 24-hour residential treatment and containment for juvenile resident and support programs such as the medical unit, gymnasium, kitchen and food service, and various support offices and functions. The air handling equipment provides primary heating and cooling for these buildings. The equipment is not meeting current codes and unable to maintain constant temperatures throughout the facilities. The buildings have non-operable windows for security purposes in each building. The current systems on campus are VAV systems, multi duct and constant volume air handling units. Some of these units are located in mechanical penthouse rooms and others are rooftop units (RTUs). The control systems and associated air management and environmental controls are also in need of being replaced because they are outdated and provide inconsistent air flow. The current system creates hot and cold spots throughout the buildings. Scope of Services: The Division of Facilities Management (DFM) of the Colorado Department of Human Services (CDHS) is selecting an Architect/Engineer/Consultant (A/E) team to review existing systems and develop drawings for: 1) Replacing each air handler equipment and systems for each of the following phase(s). Each phase of the project will include a design factor to determine how to upgrade the equipment while considering how to minimize operational program impacts and cost, establish priorities and phasing, and maintain patient comfort and safety most effectively. With new DDC controls, hot and cold circulating pumps will be part of the whole package to update systems. 2) Phase 1: Design and replacement of the HVAC equipment at buildings 1,7,8,9,13,40, and 42 (funded and part of this RFQ). 3) Phase 2: Design and replacement of the HVAC equipment at buildings 2, 3, 4, 5, and 17. (Not funded at this time but that State reserves the right to award to the successful Phase 1 firm without re-advertisement). 4) Phase 3: Design and replacement of HVAC equipment at buildings 31, 34, 45, 43, and 45. (Not funded at this time but that State reserves the right to award to the successful Phase 1 and/or Phase 2 firm without re-advertisement). Although the state is generally exempt from local planning and zoning regulations and procedures, it is customary and appropriate to coordinate and otherwise interact with local authorities as needed. Accordingly, the A/E is expected to participate in meetings and briefings as necessary. The A/E is also required to comply with all the state approved codes, and state protocols and requirements. (Including but not limited to Facility Guidelines Institute (FGI), Colorado Department of Public Health and Environment (CDPHE), Local Fire Jurisdiction, and Centers for Medicare & Medicaid Services (CMS)) Code review and compliance is subject to state procedures and protocols as described by the Office of the State Architect (OSA). All final documentation will need to be provided in both hard and digital copies. All drawings will need to be submitted in CAD for State ownership.
