Site work, paving and renovation of a mixed-use development in Niagara Falls, New York. Conceptual plans call for the renovation of a 4,000-square-foot military facility; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

As of February 27, 2024, a new solicitation for this project is expected to be released on a future date. A design-build method is no longer being sought. A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: This is a Sources Sought Notice ONLY. The 107th Attack Wing, Niagara Falls ARS, NY intends to issue a Request for Proposal for a Design-Build construction firm-fixed-priced contract for the renovation of an approx. 4,000 square foot Building 923 which is utilized as an equipment storage facility. This Request for Proposal is not expected to be issued prior to 1 May 2024. The 107th Security Forces Squadron requires a weather proof storage and training facility in order to support both its AFSC training and Domestic Operations missions. The existing approx. 4,000 square foot Building 923 is structurally sound but in desperate need of a new exterior shell, interior insulation, comm upgrades for Fire Alarm communication, and LED lighting. This space is utilized for SFS training as well as staging for their State Domestic Operations mission. Upgrading the building's exterior will allow their equipment to remain dry and out of the elements, provide an open area for SFS training scenarios, and bring the aesthetic value of the building more in line with other 107th facilities. Currently, this protection from the elements is inadequate with a leaking roof, holes/dents in siding, and no communication with Fire Department. Complete exterior renovation to include replacement of current metal siding/roof/insulation; replacement of two hollow metal man doors and two overhead vehicle doors. Repair and expand associated pavements and construct adjacent sidewalk. Perform site works and landscaping. Provide interior renovations to include LED lighting fixtures; new fire protection system to include smoke/heat/CO detection and an new alarm panel, pull stations, detectors, and strobes. Construct a new single-use restroom and janitor's closet, to include domestic water protection and connections to utilities. Modify HVAC to add electric wall heater, exhaust fan, and ductwork for restroom. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $45 million average annual revenue for the previous three years. The U.S. Government desires to procure these services on a Small Business Set-aside basis, provided 2 or more qualified small businesses respond to this Sources Sought synopsis with information sufficient to support a set-aside. No set-aside decision has been made. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. The U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement. All prospective Contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. This Sources Sought notice is being issued to solicit responses from those small business firms who have self-performed relevant work, have the capability to perform this type of work in-house, and would likely respond to the resultant solicitation. In response to this sources sought, please provide the following information: a. Company Name, CAGE Code, DUNS Number, Address, and Point of Contact's name, current phone number (with area code) and complete email address. b. Small business status (Small Business, HUBZone Small Business, Service Disabled Veteran-Owned Small Business (SDVOSB), 8(a) Small Business, Small Disadvantaged Business, Woman-Owned Small Business, Economically Disadvantaged Woman-Owned Small Business) c. Firm's bonding capabilities both for a single project and aggregate. d. NAICS code(s) for which your company performs under Government contracts, if any. State primary NAICS code. e. Number of in-house project management and quaility control personnel as well as number and type of construction laborers. Information provided to the Government, as a result of this notice, is strictly voluntary and provided at no cost to the Government. The Government is under no obligation to consider information received after the stated end date of this notice as part of the formal market research effort for this acquisition. Interested offerors must also be registered in the SAM. To register go to sam.gov. You will need your DUNS number to register. Instructions for registering are on the web page (there is no fee for registration). Please note that due to recent fraudulent activity, the process for fully activating (and updating) a registration at SAM has changed, and now requires the submission of a notarized letter to GSA.
