Star Sewer & Water District (District) is requesting Statements of Qualifications (SOQ's) to fill a roster of firms capable of providing professional services to an unlimited value. This Request for Qualifications (RFQ) is for the three (3) specific discipline categories listed below and described in Part 3 of this RFQ. The purpose of this RFQ is to establish a roster from which the District may choose to contract with, through individual task orders, throughout the contract period. Each firm selected for the roster will be required to sign a master agreement for the specific category listed. The master agreement will expire 5 years after the date of issuance. For future task orders, the District may select a firm from the roster based on the District's determination of which firm most closely meets the requirements of the specific project. This determination will include considerations such as the firm's specialization, experience, personnel, and availability. The District will notify the firm and negotiate the scope of work and compensation which will be formalized into a task order to the master agreement. This master agreement does not prevent the District from issuing a separate RFQ for any additional project(s). The resultant master agreement will not be a guarantee that the District will purchase services from any or all firms on the roster. The District recognizes that considerable effort and expense can be expended during the preparation of an SOQ and thanks you for your interest and submittal.
