The County has provided curbside solid waste, white goods, and special item collection, to its citizens for several years and desires to continue this practice. The County currently has no drop-off centers or convenience centers for solid waste. A fee is currently imposed by the County to all occupied households by a billing system generated from the Public Works Department. The selected contractor will not be responsible for collection of trash utility bills. Contractor shall provide curbside solid waste, white goods, and special item collection, for each residence within the County and solid waste collection for the Courthouse, Workforce Building, County Office Building, Library, Schools, Commonwealth Attorney Building, Churches, Bland Ministry Center, Bland County Extension Office, Bland Wastewater Treatment Plant, and other such public places. Mobile homes and apartments are considered residences. The Contractor shall not be obligated to leave public roads except in instances where there is some concentration of housing or areas approved and requested by the Bland County Board of Supervisors. The County will provide the Proposer with a current list of approved roads from the Board of Supervisors as shown in Appendix D. The County has an agreement to collect trash from approximately 10 (ten) 12 (twelve) homes in Giles County. There are approximately 2,700 housing units to be collected in Bland County. This figure is only an estimate, and the County is not responsible for any bid adjustment should the contractor use this information and find it to be incorrect. The term of the contract shall be for a period of 3 years, from July 1, 2024, through June 30, 2027. Bid forms shall contract cost for the 3 years period, for each Contract Item (solid waste, white goods, and special item). Proposals which do not include pricing for solid waste, white goods, and special item collection will be rejected. Proposals must be separated to show the fee for each: the fee for Solid Waste Collection; the fee for White Goods Collection; and the fee for Special Item Collection. All bids must be on a proposal form which will be provided by the County in Appendix H. Bland County reserves the right to reject any and all Proposals and to accept the Proposal which it deems to be in the best interest of Bland County.
