The bid proposal shall be submitted on the form of proposal furnished by the Township Clerk, properly filled out and executed. The bid proposal must be enclosed in a sealed envelope furnished by the bidder and directed to the Township of Cedar Grove and shall bear on the outside "Bid for the Removal of liquid sludge from the Cedar Grove Wastewater Treatment Plant" together with the name and address of the bidder. Bids shall be submitted to the Township Clerk Monday -- Friday from 8:30 a.m. to 4:30p.m. Each bid proposal must be accompanied by a Certified Check, a Cashier's Check or Bid Bond, in the amount of not less than ten percent (10%) of the total amount bid, but not in excess of $20,000.00. Such check or bid bond to be made payable to the Township of Cedar Grove which shall act as a guarantee that should the bidder be awarded a contract, he will enter into a contract with the Township of Cedar Grove and furnish the required Performance Bond. In addition, bidders shall provide a consent of surety binding a surety licensed to do business within the state of New Jersey to furnish the required bonds. Bidders are required to comply with and accept the provisions of P.L. 1975 Chapter 127 and N.J.A.C. 17:27, regarding affirmative action. Each bid proposal must be accompanied by a duly executed Non-Collusion Affidavit, Performance Bond Certificate, Insurance Certificates, Statement of Responsibility Questionnaire, and Guaranty Check or Bid Bond. The Township Council of the Township of Cedar Grove reserves the right to select the contract items or combination of items which in its judgment best serves the public interest. Further, the Township Council of the Township of Cedar Grove shall reserve the right to reject any or all bids if in the interest of the Township it deems it advisable to do so, or to waive insubstantial irregularities in the Bid Proposal permitted by law. Bids may be held by the Township for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing the bids and other bid documents prior to the award of the contract. Bidders are notified that they must comply with the New Jersey Prevailing Wage Act ( Chapter 150 of the Laws of 1963, as amended) and that award will not be made to any bidder whom the Commissioner of Labor and industry does not certify. This project may be subject to prevailing wage rates, Chapter 150,L. 1963 (NJSA 34:11-56 et.seq.,) and comply with the provisions of the Department of Labor's current wage rates determination. The TOWNSHIP OF CEDAR GROVE reserves the right to reject all bids, choose the 1 year, 2 year or 3 year option, and to waive any informality in any bid. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J .A.C. 17:27 and be registered with the state of New Jersey Department of Labor in accordance with N.J.S.A. 34:11-56:48 et seq.
