Prebid Conference: A Pre-bid conference will not be held for this solicitation. PURPOSE: The Virginia Department of Transportation (herein referred to as "VDOT") is soliciting bids from qualified firms to provide all equipment, labor, supervision, supplies, materials, traffic control and any other incidentals necessary to perform Litter Removal services to designated areas in Richmond District's Chesterfield Residency within the County of Chesterfield. SET-ASIDE IN ACCORDANCE WITH THE SMALL BUSINESS ENHANCEMENT AWARD PRIORITY PERIOD OF CONTRACT: From date of award through a one (1) year period. (renewable) II. QUESTIONS REGARDING THIS INVITATION FOR BID: Any questions regarding this invitation for bid shall be addressed to Cheryl Lewis at Cheryl.Lewis@VDOT.virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Provide questions no later than 5:00 PM EST on November 21, 2023. III. GENERAL DEFINITIONS: For the purpose of clarification, each firm submitting a Bid is referred to as a "Bidder" and the Bidder awarded the contract to supply the services is referred to as a "Contractor". Virginia Department of Transportation is referred to as "Department" or as "VDOT", and "Representative" refers to the VDOT Contract Administrator who will be administering the contract. This Invitation for Bids states the instructions for submitting bids, the procedure and criteria by which a contract may be awarded, and the contractual terms which will exclusively govern the contract between VDOT and the Contractor. SCOPE OF WORK: The Contractor shall provide all necessary labor, supervision, equipment, tools, supplies, fuel, traffic control, and incidentals to remove and legally dispose of all litter and debris from primary and secondary roadways and right of ways throughout Chesterfield County. See Attachment A for the listing of routes. For the purpose of this contract, litter and debris is defined as anything that is not a natural part of the roadway or right-ofway such as tree limbs, tires, and trash. All litter and debris shall be removed from the roadway to the right-of way fence, ditch, or utility pole. This area shall include, but is not limited to medians, ramps, loops, shoulders, infield areas, gore areas, and slopes. Contractor shall remove all litter, grass, leaves and vegetative debris accumulated at drop inlets and drainage grates. Contractor's crew(s) shall walk each route to ensure all trash/litter is removed from VDOT roadways to present a neat and clean appearance. Multiple crews may be required to work simultaneously to complete all routes within a thirty (30) day cycle. The Contractor shall be capable of commencing work within ten (10) calendar days after contract award. WORK REQUIREMENTS: 1. Litter Pickup Routes: A list of Litter Pickup Routes isshown in Attachment A. Thislist includes the centerline mileage for each route where litter removal shall be performed. 2. Litter Pickup Cycles: A litter pickup cycle is defined as completing litter and debris pickup on all routes as specified in Attachment A. Contractor shall complete a litter pick up cycle within thirty (30) days of commencing work. i. VDOT estimates that the Contractor will complete two (2) litter and debris pickup cycles in the summer months of April through October and one (1) litter and debris pickup cycle in the winter months of November through March on all primary and secondary roads listed, or as instructed by the Contract Administrator. ii. The VDOT Contract Administrator may increase or decrease the number of litter pickup cycles or routes required. 3. Additional Litter Pickups: Some individual routes may require additional pickups outside of the normal scheduled cycles. Any additional pickups will be paid per the centerline mile at the unit price bid. VDOT will request not less than a 25-mile minimum when requesting an Additional Pickup. Contractor shall complete the additional litter pick up within fifteen (15) days of commencing work. 4. The Contractor shall provide a continuous operation with sufficient personnel and equipment to complete litter and debris pickup on all the routes indicated, within the designated timeframe of thirty (30) days. 5. Centerline Miles: The centerline mile includes the entire roadway and right of way areas in both directions including but not limited to medians, ramps, loops, infield areas, gore areas and slopes. 6. Roadway Right of Way: If the roadway right of way border is not clearly defined by a fence line, ditch or utility pole, the right of way border shall be fifteen (15) feet from the center of the roadway unless otherwise specified by the Contract Administrator or designee. 7. Litter Removal: All litter and debris collected by the Contractor shall be contained immediately in plastic bags, removed from the traveled portions of roadways, ramps and shoulders. Contractor shall provide all plastic trash container bags needed for all litter and debris pickup. 8. The Contractor shall not transport any litter or debris to the opposite side of the roadway. 9. Large Debris: Contractor shall contact the VDOT Contract Administrator or designee if large pieces of concrete, appliances or any large debris that cannot be easily moved or disposed of is located. VDOT will remove these items. 10. Hazardous Substances: Contractor shall immediately notify the VDOT Contract Administrator or designee if any hazardous, dangerous or suspect materials are encountered. The Contractor shall not attempt to remove these materials. 11. Valuables: If the Contractor finds any items of value including but not limited to wallets, credit cards, or jewelry, the items shall be turned in daily to the Contract Administrator or designee. 12. Protection of Persons and Property: The Contractor shall take every precaution at all times for the protection of persons which may come on the work site or be affected by the Contractor's operation. The Contractor shall take every precaution to continuously maintain adequate protection of all their work from damage and shall protect VDOT and all adjacent property from damage, injury or loss arising in connection with this Contract. 13. Satisfaction: All work shall be performed according to the standards of the industry and to the complete satisfaction of the VDOT Contract Administrator or designee.
