Online Q&A Yes Q&A Deadline 12/04/2023 3:00 PM (PST) The City of Hemet is requesting proposals to draft and finalize the City of Hemet's Sewer System Management Plan. SCOPE OF WORK 1. The consultant will provide an assessment and update to the current SSMP to meet all Regulatory Requirements, including: a) Review of current SSMP and Sanitary Sewer Overflow (SSO) reports b) Interview with City Staff to gain understanding of current operations and maintenance programs 2. Update all aspects of the SSMP detailing how the City's collection system is operated, maintained, repaired, and funded. a) At a minimum, a review of the following SSMP elements with updates and existing document revisions as needed, to comply with current SSO water Discharge Requirements i. Goals ii. Organization iii. Legal Authority iv. Operations and Maintenance Program v. Design and Performance Provisions vi. Overflow Emergency Response Plan ("OERP") vii. Fats, Oils, and Grease (FOG) Control Program viii. System Evaluation and Capacity Assurance Plan ("SECAP") ix. Monitoring, Measuring, and Program Modifications x. SSMP Program Audits xi. Communications Program 3. Provide draft of SSMP for the City's review and incorporate comments into final document 4. Develop performance-based metrics based on SSMP goals and objectives.
