Renovation of a military facility in Knoxville, Tennessee. Conceptual plans call for the renovation of a military facility.

Project: Building 9731 Training Center Project at Y-12 National Security Complex, Oak Ridge, Tennessee Introduction: Consolidated Nuclear Security, LLC, (CNS) is seeking interested parties to contract for the renovation of certain areas of the basement, first floor, and mezzanine of Building 9731 to accommodate office space and classroom functionality, as well as installing ADA-compliant restrooms. CNS prefers to contract with one entity capable of performing the activities generally outlined herein. The successful bidder (Contractor) will be responsible for the build phase (construction/installation) of this project. Building 9731 is a historic building. The original structure and/or any other structure in the facility that has not been reviewed by the State Historic Preservation Office (SHPO) cannot be demolished, destroyed, or altered in any way during this project. Demolition of existing walls, flooring, and aged electrical wiring has been completed in advance of installation. No further architectural or structural modifications will be made without prior approval. CNS will provide the Installation design engineering package for the renovation of 9731 Training Center. Interested parties are encouraged to reply to the expression of interest if you can provide the services listed below. CNS will use the information obtained from this Expression of Interest (EOI) and other details to structure a Request for Proposal (RFP). Background: The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security complex managed and operated by CNS. General Scope: Description for Building 9731 Training Center Project The project site is located at the existing building 9731, outside the Y-12 Property Protection Area (PPA). The purpose of the project is to install upgraded drop ceilings, doors, walls, HVAC units, electrical components, paint, and ADA-compliant plumbing and fixtures as necessary to specific areas of the existing 9731 facility to add functionality as a centralized training facility. Scope: The scope includes furnishing all non-manual labor, craft labor, supervision, materials, tools, equipment, services, inspections, tests, incidentals (except as specified to be furnished or performed by others) and anything else necessary for installation/construction in accordance with approved design documents including, but not limited to the following: Basement Renovations: The project will replace/add new plumbing fixtures and necessary piping to the basement restrooms. The restrooms will also be made ADA compliant. Raised floors and false walls will be built as necessary to allow for piping modifications and installation. Electrical components (wiring, switches, outlets, etc.) will be replaced with code complaint components as necessary. 2 The walls and ceiling of the restrooms will be painted. A janitor closet will be added by installing a floor sink and walls surrounding it. The basement will also be where training is conducted. Existing basement flooring asbestos tiles have been removed and existing concrete will be polished/sealed. Removed electrical components (wiring, switches, outlets, etc.) will be replaced with code compliant components as necessary. There are small round overhead lights that are historic and will remain as-is. Other light fixtures are historical and their historical relevance will need to be identified before replacing. New sink and cabinets will be added to the breakroom. The walls and ceiling of the basement will be painted. The existing HVAC unit that supplies heat/air to the small classroom area and old photography lab of the basement will be replaced. The existing HVAC exhaust system from the restroom will be replaced by a new updated HVAC system. Concrete slabs will be inspected for spalling concrete and will be documented. Locations of spalled or damaged concrete will be repaired. A concrete repair specification will be created by the Seller for these repair areas. First Floor Renovations: At the Southeast corner of the building, the sink and cabinets in the breakroom will be replaced. Office area will be an open environment. Walls will be repaired and remain exposed. Electrical components (wiring, switches, outlets, etc.) will be replaced. Mini-Split units and code compliant components as necessary will replace removed window units. The walls of the first floor will be painted. High bay walls will be painted up to a height of 12 feet. The offices in the northeast corner of Building 9731 will be open environment office space. Interior walls will be repaired and painted. Existing exterior walls will remain exposed and unpainted. A HVAC unit will be installed to serve the northeast offices and the basement restrooms. A dropped ceiling will be added. Any uneven surfaces will be addressed and repaired before paint is applied. The ramp at the egress to the stairwell will be demolished and a new platform with handrails will be placed that meets applicable codes and is coordinated with the conceptual layout. The underside of the lower roof concrete slabs and first floor slabs will be inspected for spalled/spalling concrete and damaged areas will be documented. Locations of damaged concrete will be repaired. A concrete repair specification will be created by the Seller for the damaged areas. Mezzanine Renovations: Electrical components (wiring, switches, outlets, etc.) will be replaced. Mini-Split units and code compliant components as necessary will replace removed window units. Clay tile wall will be extended to the deck. Walls will be painted. Stairway will remain as-is. Summary: The Building 9731 Training Center project will be executed using Fixed Price subcontract. The scope of work will be performed by the selecting the bidder that is Technically Acceptable, then Lowest Price evaluation. More information on this procurement, meetings, and informational sessions will be forthcoming.
