The County is requesting all office windows and entrance doors at the Administration Building to be tinted. Question Submission Deadline December 6, 2023, 3:00pm Install window tint to all windows and entrances of the building to maximize energy efficiency. Standard hours of operation - Monday thru Friday 7:30 am - 4:00 pm Work shall be performed at: Cecil County Administration Building 200 Chesapeake Blvd. Elkton, MD 21921 A. Tint various size windows to block solar energy and ultraviolet transmissions. B. Provide and install "Silver 20 energy control window film" or equivalent. Film must prevent a minimum of 75% of solar energy from coming through the windows. Film must block at a minimum of 95% of ultraviolet ray transmission through the window. C. If "equivalent" material is quoted in place of specified material, the County will determine if the equivalent material is acceptable. D. Contractor to provide bid with breakdown for exterior and/or interior window count and to provide Contract Administrator with dimensions to outline costs on the bid. Bids lacking detail to understand cost for project will not be accepted. E. Contractor will be responsible for tinting that fails within 30 days of installation. F. Contractor and County staff to coordinate services to maximize the use of Contractor staff time. G. No minimum fees allowed Owner reserves the right to reject any or all Bids containing bidding irregularities. Cecil County, Maryland intends that the contractor awarded a contract, will perform the work commencing upon the date specified in the Notice to Proceed or notification of award and terminate upon expiration or completion of the project or product delivery, unless terminated by the County with the delivery of written notification of contract termination. All contracts extending beyond the County's fiscal year (June 30th annually) shall be subject to budget appropriation. In the event the on-going contract does not acquire funding to continue, the awarded contractor shall be notified in writing at the earliest possible and contract termination shall be coordinated. All work must be completed by June 30, 2024. Cecil County, Maryland reserves the right to terminate this contract by a ten (10) day written notice should the quality of the work/products become inferior, or the delivery service becomes poor. Bid Bond is not required for this solicitation.
