The Las Virgenes Municipal Water District is requesting proposals for Potable Water Main Relocation at Lindero Canyon Road and Agoura Road. The District is not responsible for lost or misdirected e-mail communications. The Las Virgenes Municipal Water District (District) invites your firm to submit a proposal to provide engineering design services for the Potable Water Main Relocation at Lindero Canyon Road and Agoura Road Project. Design Engineering Services will include: Review of available materials and data from the District and other outside sources and research Preparation of a Technical Memorandum Preparation of plans and specifications for bid and construction including opinion of probable costs and schedule Bidding and engineering support during construction A preliminary scope of work is included to assist you in the preparation of your proposal. Failure to submit information in accordance with the requirements in this Request for Proposal (RFP) may be cause for disqualification. Questions regarding this Request for Proposal should be directed to Alex Leu at 818-251-2144 or via email at aleu@lvmwd.com. A general outline of the scope of work is provided below. It is the District's expectation that the proposer uses their expertise to customize the scope of work below, as appropriate, to meet the project objectives in a cost-effective manner. The District does not own any AutoCAD drawings for this area and the selected proposer is expected to use available TIFF/PDF files (Attachment B) as the basis of their design drawings. Proposers may identify additional tasks as needed to meet the project objectives or may offer optional tasks as appropriate. 1)Phase 1 - Review of available material from the District and other sources and research. Project Kickoff Meeting (Virtual) Review of existing District material a.Existing As-builts b.Existing leak reports, main break history, and photos Research and Review of outside material a.Public Information related to Underground Storage Tank (UST) and history of remediation records for the Chevron gas station i.Investigation on the effect of contaminated soil to the District's infrastructure in this intersection ii.Any other potential historical causes of soil contamination in this area iii.Other related public information b.Existing outside underground utilities and any potential conflicts for the pipeline realignment in the intersection 2)Phase 2 - Technical Memorandum - Draft and Final Preparation of a Technical Memorandum compiling the research and information from Phase 1. Investigation of the hydrocarbon plume limits at the intersection and its potential impacts to the existing potable main around the gas station and within the intersection. i.Develop a potholing and/or soil sampling plan and use field exploration as needed to define limits of contamination and condition of the potable main pipeline coating An underground utility survey to determine all the existing utilities and potential conflicts for a potable water main realignment. Based on the information gathered, include a recommendation for either the replacement or realignment of the potable water main. If a realignment is recommended, proposed pipeline realignment locations are to be provided in the Technical Memorandum. Costs to be provided for each recommended solution. The Technical Memorandum should be prepared such that if any soil contamination is found, this document can be used as a defensible document when submitting claims for expenses. Anticipated Acceptance of Proposal (Tentative) February 6th, 2024 The method of Contractor Selection has not been Determined at this time.
