Renovation of a municipal facility in Midway, Utah. Design plans call for the renovation of a municipal facility.

As of Septeber 13 2024 this project is on hold for financing. The City of Midway in cooperation with the Midway City Boosters, owns and operates one of the largest outdoor ice skating rinks in Utah. The skate rental, concessions and warming hut have been operated out of refurbished construction trailers that are placed next to the ice rink each winter season, then stored at the Public Works yard in the off season. One trailer is 10' x 14' and the other is 10' x 12' Midway City would like to replace those trailers with a permanent structure that can be free standing or attached to the Community Center which is in close proximity to the ice rink on the south side. Total square footage should not exceed 1,500. The project shall consist of the following: o The building needs to have space for skate racks, a small office/skate sharpening station, a concessions area, an area for changing into skates that has storage cubbies and benches and an observation/ warming area. o Bathrooms are also needed but we would consider access to the bathrooms at the Community Center as an alternative to having them in this building. o The building should add charm to the site and enhance the Town Square. o The building could potentially be two stories if this was a cost saving alternative. Evaluation Criteria: o Project understanding and design. o Background and experience of the firm. o Past performance on similar type projects. o Ability to oversee construction of the project. o Cost o Ability to complete the project within the time line. Project Understanding and Approach: o In written form the proposal shall demonstrate a comprehensive understanding of the nature and scope of work. The proposal shall provide a detailed description of how the applicant would expect the work to proceed. o Applicant may elaborate on any innovative techniques that would apply to this project. o Applicant should address special problems or issues they may have identified associated with the project. o Applicant should include a realistic timeline to complete the work as indicated once a contract is signed, keeping in mind that work can not begin until March 1, 2024 and all exterior work must be completed August 1, 2024 and interior work completed August 23, 2024. o Additional consideration is given to applicants who will provide a conceptual design drawing. Fee proposal: o The proposal shall identify a total fee to complete the architectural design. o The proposal shall give an estimate for construction. o The proposal shall give an estimate to oversee construction. o The price shall remain in effect until the completion of the project. o If tasks or services which have not been included in the scope of work, but clearly are necessary for completion, the proposal will include an hourly rate. Prior to proceeding with work outside of the scope of work as defined in the RFQ, the consultant must request a change order to the contract and indicate the reason for the change. The consultant must obtain approval by the City before moving forward on the work requested in the change order. Proposals will be evaluated by a selection team which will be appointed by Mayor Johnson and will consist of the Mayor, two (2) council members, the Midway City Engineer and two (2) members of the Midway Boosters. Midway City reserves the right to award a contract solely on the written proposal but will most likely request to meet with the applicants who best meet listed qualifications. This meeting can be in person or via Zoom. Proposals that do not specifically address each item so indicated in the request for proposals may be rejected. o Proposals that are submitted after the deadline will be rejected. o Midway City assumes no liability for costs incurred by the applicant in submitting a proposal for this project or any other cost prior to signing a contract/agreement with the City of Midway. o Midway City reserves the right to cancel this RFQ if such action is deemed to be in the best interest of the City. o Midway City reserves the right to reject any or all proposals. As of February 29, 2024, the design firm have been selected. Further details regarding design completion, bid schedule for contractors, construction and completion timelines have not been released.
