Renovation of a municipal facility in North Lauderdale, Florida. Completed plans call for the renovation of a municipal facility.

The City of North Lauderdale Public Works/Utilities Department is seeking to procure the services of a qualified Contractor to provide all labor, material and necessary equipment for the replacement of the City Halls existing emergency generator, transfer switchgear along with any required wiring and associated electrical components. This project is federally funded through a Federal FEMA grant; therefore, Contractors must complete this project in accordance with applicable regulations contained in Title 2 Code of Federal Regulations (CFR) Part 200, as well as regulations promulgated by Federal Agencies, including OMB, FEMA, and FHWA, as well as Florida State Agencies FDOT, FDH, NRCS, SFWMD, and FDEP in conjunction with any grant requirements and the Citys needs. MINORITY / WOMENS / LABOR SURPLUS FIRMS PARTICIPATION: The City of North Lauderdale encourages the active participation of minority businesses, womens business enterprises, and labor surplus area firms as a part of any subsequent agreement whenever possible either as prime contractors or subcontractors. If subcontracts are to be let, through a prime contractor, that contractor is required to take the affirmative steps listed in items (1) through (5) below: (1) Placing qualified small and minority businesses and women's business enterprises on solicitation lists; (2) Assuring that small and minority businesses, and women's business enterprises are solicited whenever they are potential sources; (3) Dividing total requirements, when economically feasible, into smaller tasks or quantities to permit maximum participation by small and minority businesses, and womens business enterprises; (4) Establishing delivery schedules, where the requirement permits, which encourage participation by small and minority businesses, and women's business enterprises; (5) Using the services and assistance, as appropriate, of such organizations as the Small Business Administration and the Minority Business Development Agency of the Department of Commerce. CONE OF SILENCE NOTICE: Bidders are hereby notified that this solicitation is subject to a Cone of Silence pursuant to Section 3-7 of the City Code of Ordinances. The City of North Lauderdale reserves the right to reject any or all bids, waive any informalities or irregularities in any bid received, re-advertise for bids, or take any other such actions that may be deemed in the Citys best interest. The City anticipates entering into a written contract with the bidder who submits the bid judged by the City to be the most advantageous, responsible, and most responsive. All communication regarding this ITB shall be directed to Procurement@nlauderdale.org. The City of North Lauderdale is not liable for any costs incurred by a Proposer in responding to this solicitation. Mailed bids shall not be considered. Bids transmitted by email or fax to any City of North Lauderdale personnel, including the City Clerk, will not be accepted or considered. Late bids will not be accepted. The City of North Lauderdale is not liable for any costs incurred by a bidder in responding to this Invitation to Bid. Currently the existing emergency 250 kw generator is past its operating life expectancy, requires numerous repairs and needs replacement. In addition to the generator replacement the existing 800-amp transfer switchgear is outdated and will be undersized for the new 1200 AMP requirements. The City of North Lauderdale Public Works/Utilities Department is seeking to procure the services of a qualified and experienced vendor to provide all labor, material and necessary equipment for the replacement of the City Hall's existing emergency generator, and transfer switchgear along with any required wiring and associated electrical components. Awarded contractor will be required to coordinate any shutdowns with the City's I.T. Department, FPL, provide a temporary portable backup generator during the replacement process. All permitting and engineering is the responsibility of the awarded contractor and costs for these services must be included in the proposal. The scope of work is based on plans and specifications of the new proposed generator and Automatic Transfer Switch (ATS). Relocate existing Automatic Transfer Switch temporarily to make space for new Automatic Transfer Switch. Relocated Automatic Transfer Switch will need to be connected to a standby portable generator while the existing generator is being replaced. Demolition and disposal of existing above ground fuel tank and generator. Demolition of existing concrete where the new Automatic Transfer Switch and generator are to be placed. Provide and install one new generator pad and one new concrete pad for new ATS. Provide and install new wiring and conduit to connect new generator and ATS. REMOVE EXISTING SITE ELECTRICAL GEAR AND FLORIDA POWER AND LIGHT (FPL) MAIN DISCONNECT . REMOVE ALL SITE EQUIPMENT LIKE AUTOMATIC TRANSFER SWITCH, GENERATOR, AND DIESEL TANK . REMOVE FENCING, CONCRETE WALK, CONCRETE PAD, PAVERS, AND MULCH AS REQUIRED . HAUL AWAY ALL DEMOLISHED EQUIPMENT AND MATERIAL . PROVIDE TEMPORARY GENERATOR AND ALL NECESSARY CABLING . EXISTING FPL TRANSFORMER TO BE TEMPORARILY ELEVATED, NEW CONCRETE PAD TO BE POURED, AND TRANSFORMER TO BE REPOSITIONED AT SAME LOCATION . PROVIDE NEW UNDERGROUND WIRING AND CONDUIT BETWEEN FPL METER AND NEW ATS . PROVIDE NEW CONCRETE PAD . PROVIDE NEW SERVICE DISCONNECT BETWEEN FPL METER AND ATS . PROVIDE NEW TRANSFER SWITCH WITH NEW AUTOMATIC TRANSFER SWITCH (ATS) . PROVIDE NEW MANUAL TRANSFER SWITCH (MTS) . PROVIDE NEW 400 KW GENERATOR WITH NEW LEVEL 2 WIND RATED ENCLOSURE, AND 96-HOUR CAPACITY SUB BASE FUEL TANK . PROVIDE NEW FENCING
