The City of Cheyenne ("City") is currently seeking proposals for the following work as specified: The City of Cheyenne (City) is requesting fee proposals from a qualified consultant with experience in Historic Preservation (Consultant) for professional services to conducting a Building Conditions Assessment Report of the Masonic Temple, located at 1820 Capitol Avenue, Cheyenne WY, 82001. The purpose of this is to document and understand the current conditions of the structure. The information from the Building Conditions Assessment Report will aid with further planning, restoration, repair, maintenance, renovation, and preservation efforts. Question Submission Deadline: December 18, 2023, 5:00pm Addendum Response Deadline: December 21, 2023, 5:00pm Review Committee reviews proposals, and selects Firms for interviews (If necessary) : January 10, 2024 Interviews are held (If necessary), and review committee completes final selection : January 12, 2024 Professional Services Agreement finalized with successful Firm : January 17, 2024 Notice-to-proceed issued by City if Agreement approved: January 22, 2024 The City shall make reasonable efforts to ensure that clarifications given to any prospective Proposer shall be similarly furnished to all prospective Proposers in summary form as an addendum to this RFP if the lack of such information could reasonably be considered prejudicial towards uninformed Proposers. No technical assistance shall be given by the City to any Proposer in preparation of its proposal. Any or all changes, additions, or clarifications in connection with this RFP shall be issued by the City in the form of written addenda. Oral comments, responses and/or representations shall not be binding upon the City. THE CITY WILL CONSIDER AS INCOMPLETE ANY PROPOSAL IN WHICH ALL ADDENDA ARE NOT ACKNOWLEDGED, AND THIS WILL BE A BASIS FOR PROPOSAL REJECTION. The selected Agency shall be required to sign a professional services agreement in the form provided by the City of Cheyenne, which will incorporate this RFP and the proposal submitted by that advisor and agree to the terms and conditions therein. Any violation of professional services agreement provisions by the advisor will be cause for immediate termination. The selected firm shall provide a Certificate of Insurance, as required in the Professional Services Agreement. General Scope of Work The Masonic Temple seeks to retain the ownership of their historic building but has experienced issues with a decline in membership. To help offset the costs, the Masonic Temple is looking into allowing for alternative uses to lease out areas of the Building. The Building Conditions Assessment Report will provide the Masonic Temple an itemized sheet of repairs that will need to be done which would allow for alternative uses and ADA compliancy for spaces on the main floor. This will provide the Temple with an understanding of items that would need to be repaired or upgraded and estimated costs associated with those. The selected firm will work an electrician (John Laybourn, Pole Mountain Electric) and plumber (Matt Thomas, Mechanical Systems) volunteering to do work as part of the in-kind grant match, who are both certified professionals with the Cheyenne Building Department. The method of Contractor Selection has not been Determined at this time.
