Conceptual plans call for the addition of a water / sewer project; for the demolition of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.

The Tohopekaliga Water Authority (Toho) invites interested engineering consulting firms with experience in water reclamation facility (WRF) upgrades and expansion design, permitting, bidding, and construction administration to submit Statements of Qualifications (SOQ) for the design, permitting, bidding assistance, construction administration, and other related services for the Harmony WRF expansion project. Harmony WRF has a permitted capacity of 0.499 MGD AADF. The facility is currently undergoing construction to expand the plant to 0.75 MGD AADF. This project will increase the permitted capacity of the Harmony WRF from 0.75 MGD to approximately 1.3 MGD AADF. At the initial stage of the project, the selected firm is anticipated to work with Toho staff and make a recommendation for the expansion capacity based on the flow projection, the treatment capacity of the plant's treatment processes, and site constraints. It is anticipated that the improvements will include, but are not limited to: new influent main, expansion of the existing pretreatment and aeration capacity, modification of the existing secondary clarifier(s) and RAS/WAS pumps; expansion of the disc filters; electrical and instrumentation and control improvements; civil site work; yard piping; other various work as required to increase the WRF treatment capacity. At a minimum, the consultants should address in their response: experience in WRF upgrade and expansion, maintaining existing facility operations during construction, experience in designing "operator friendly" facilities, experience in developing process operation and maintenance manuals, operational training, troubleshooting, and alternatives to fast track the project.
