The Town of Halifax has received a Sewer System Asset Inventory and Assessment Project # AIA-D-0218, grant from the American Rescue Plan Act (ARPA) award in the amount of $200,000 by the North Carolina Department of Environmental Quality (NCDEQ). The AIA grant will provide for a sewer asset inventory and assessment to include all gravity sewers, force mains and lift stations. This data will be used to develop an accurate base map to include gravity sewer, force mains and lift stations. This base map will include the diameter, material and age of gravity sewers and force mains; The age, number and capacity of pumps, power reliability, and telemetry for lift stations, and a unique ID number for each asset. Data will be obtained using a variety of methods: fieldwork, investigative methods (smoke testing, video inspection, lift station inspections, etc.), review of existing system maps and as-built drawings, operator knowledge, and other methods. Data obtained from the asset inventory and condition assessment will be used to build a complete asset registry. In turn, the registry will provide the basis of a 10 year CIP, which will identify and prioritize capital projects. The CIP will concentrate on projects that are comprised of medium to high risk assets, assets operating well beyond their useful life, and assets critical to system operation. The Town will use the Asset Management Plan / CIP as a planning tool finance and implement capital projects The inventory/assessment update and GPS mapping will be completed through the partnership between the Town and a procured engineering firm. The Town will utilize its current partnership with the Upper Coastal Plain Council of Governments (UCPCOG), or another contracted vendor, to store, maintain and update the Town's asset registry and mapping. Scope of Work: 1. Develop a sewer base map 2. Develop a sewer asset inventory and registry, including condition assessment 3. Develop estimated capital project costs; Incorporate in an updated Capital Improvement Plan 4. Develop the financial element of the Town's asset management plan (AMP) to include incorporation of recent audit(s) and/or other fiscal data 5. Develop a written AMP for the wastewater system based on the asset inventory and assessment, incorporating a 10 year CIP. The engineering firm shall also develop an accurate, updated base map from the asset inventory. These will both be provided in hard copy and digital forms. UCPCOG, or another contracted vendor will maintain the digital GIS database, which will be provided in a readily accessible and useable format to the Town. An asset inventory will also be developed with assets subdivided into high-risk, medium-risk, and low risk categories. Hard copies of the base map and electronic versions of the asset registry will also be provided to the town. As new assets are added and/or replaced, the base map and asset registry will be updated accordingly. During the course of this project, both the Town of Halifax and the North Carolina Division of Water Infrastructure (NCDWI) will be provided regular updates as to this project's progress. At a minimum, all parties will updates every other month. Additionally, project deliverables, both in draft and final form, will be provided to NCDWI. Upon completion of the review, the Committee will make its recommendation to the Town Commission for approval to negotiate a contract price(s).
