The City of St. Helena requests bid proposals for qualified HVAC preventative maintenance and repair services to be performed at various City facilities in accordance with the terms and conditions set forth in this RFB. The service consists of routine preventative maintenance, extraordinary maintenance, and emergency repairs of HVAC systems for locations that are the responsibility of the City and in accordance with the attached Service Locations and Equipment List. The City will select, the most qualified Contractor with competitive prices to perform the work. The City reserves the right to award a contract for performance of the required services based on the negotiated price, terms and conditions. The City reserves the right to reject all bids and circulate another RFP. Question submittal deadline December 1, 2023 4:00PM Questions posted on City website (cityofsthelena.org/rfps) December 6, 2023 5:00PM Maintenance and repairs shall be extended to include all future service installations at the rates set forth in the Contract and the Contractor may be required to assist in the final inspection of such future service installations. The Contractor is to furnish all tools, equipment, apparatus, facilities, labor, services, and materials, and perform all services necessary to maintain the HVAC systems covered by the Contract. Routine Preventative Maintenance The Contractor shall provide a program of routine preventative maintenance designed to eliminate or reduce the incidents of malfunction and extend the useful life of the equipment. The program, the cost of which is specified in the Contract unit price for HVAC systems, shall include, but not be limited to, all equipment, labor, and materials required to complete all necessary routine preventative maintenance and no additional compensation shall be given to complete those. The Contractor shall have at least a Class "C 20" license at the time of awarding of the Contract. The Contractor and all its subcontractors shall obtain and pay for a City business license from the City prior to the commencement of services. The Contractor shall procure all permits and licenses, pay all charges and fees, and give all notices necessary and incidental to the due and lawful prosecution of the Contract. All services performed, or equipment or parts supplied by the Contractor, shall be subject to inspections and approval of the Director of Public Works, or designee thereof. PROPOSAL SUBMISSION It is the sole responsibility of the Proposer to ensure timely delivery. Late proposals shall not be considered. Proposals will not be accepted at any other location other than the email address specified above. Faxed or mailed proposals will not be accepted. The term of the agreement is for three years, with two, one-year extensions. The City anticipates City Council authorization to award a contract/agreement In January 2024.
