HWU and the City intend to develop a prequalified list of surveying firms to use as work develops. The general scope of the work may consist of: topographic and property surveys; preparation of plats and exhibits; preparing drawings and descriptions for annexations; right-of-way vacations/closures (streets, alleys, easements); deed research; field staking of property corners and easements; and, preparation of record drawings. Surveying firms may be called upon to represent the Utility and/or City before the Planning Commission, or to testify in court proceedings. Work will be performed under a Master Agreement negotiated between the parties, with purchase orders issued for discrete small projects. It is anticipated that the Master Agreement will have an initial duration of 2 years, with an option to extend for 2 additional years. There is no assurance that selection will lead to specific projects within that time frame, or that the firm selected will receive any set amount of compensation. The Water and Sewer Commission and the City of Henderson reserve the right to accept or reject any or all proposals in whole or in part and to waive informalities and/or technicalities. Conflicts of interest, gratuities, and kickbacks as defined and provided for in KRS 45A.455 are absolutely prohibited.
