Site work for a mixed-use development in Vancouver, Washington. Completed plans call for site work for a multi-residential development; and water / sewer project.
The Housing Authority of the City of Vancouver (VHA) is issuing this competitive solicitation with the intention of awarding a contract for the purchase of sewer inspection services for our Cougar Creek Apartments property. In accordance with RCW 39.26, purchases of goods and services must be based on a competitive procurement process in which the Contract is awarded to the lowest responsive, responsible bidder. The VHA reserves the right to amend and modify this competitive solicitation. CONTRACT TERM The release of this competitive solicitation in no way obliges the VHA to award a contract. The resulting contract will be a firm fixed-price, lump-sum contract. Payment terms will be Net 30 from the receipt of goods/services or date of valid invoice, whichever is later, in accordance with state policy. COMMUNICATION AND QUESTIONS Communication regarding this solicitation with any VHA employee other than Procurement and Contracts staff may disqualify your bid. Questions related to this competitive solicitation must be submitted through Public Purchase. All questions raised at any pre-bid meeting and during the Q&A period will be answered and posted to Public Purchase as an addendum. BACKGROUND The Cougar Creek properties will undergo extensive renovations starting in March of 2024, including the tear out and replacement of the interior sanitary lines. The purpose of this work is to assess the condition and anticipated remaining useful life (RUL) of the property's secondary lines from the lateral building lines to the 8" main line at the south of the property and to provide the VHA with both video and narrative documentation for each line scoped. The lateral lines and main sewer line do not need to be assessed. SCOPE OF WORK The Cougar Creek original sewer and water line plans (included) dated 10/27/71, and an Alta Survey dated 02/2022, show several of the secondary sewer lines in the differing locations. Each of the lines to be scoped has been highlighted in yellow on both these plans. Please also see added page notes. The contractor shall access and scope all the lines and provide both video and narrative documentation to the VHA noting their existing condition. The contractor shall, as reasonably possible, provide an as-built drawing of all line locations. o For Building One: Clean outs have been located and are accessible at the front of the building. No other clean out for any of the other buildings have been located or confirmed. o For Buildings 2 & 3: It is anticipated that this line may be accessible from the manhole cover located at the south of the property. o For all other buildings: The best means of access is to be determined. In submitting a bid for this project, the contractor shall provide details of the proposed method for accessing and scoping each of the building lines and the cost associated with each line. It is the VHA's anticipation that each line will be scoped and reported to the VHA individually, but if in scoping a select number of lines, consistent and universal damage / deterioration is discovered, the contractor shall temporarily suspend further scoping and report this to the VHA. At this point, the VHA may choose to discontinue any further scoping. PUBLIC WORKS This is a public works project and as such, the following list of items applies: 1. This project is subject to prevailing wage law and requirements. 2. Residential rates do not apply. 3. A 5% retainage applies unless stated otherwise. 4. Performance and payment bonds (100%) are required. 5. However, a contractor may request to apply 10% retainage to the contract in lieu of obtaining a performance and payment bond for contracts not exceeding $150,000. To be permittable, a performance and payment bond must meet the requirements set forth in the contract documents. 6. A Notice of Completion must be filed with L&I for contracts exceeding $35,000. 7. Retainage will not be released until all three agencies have provided approved retainage release letters (DOR, ESD, L&I). FEDERAL WAGE REQUIREMENTS This project is not subject to payment of applicable federal wage rates and requirements.
