The City of Davenport is seeking to hire an engineering consultant to investigate solutions to improve traffic flow and safety in the area of Brady Street at the intersection with 65th Street/ Veterans Memorial Parkway including the frontage roads and the intersection of Jason Way. This is a complex area with closely spaced intersections, frontage roads, pedestrians, traffic entering and exiting from I-80, and weaving between the I-80 exit ramps and the intersection at Veteran's Memorial Parkway. 12/15/2023 10:00:00 AM (CT) Questions Due Questions are due to the Purchasing Division no later than the time indicated. It is intended that the chosen consultant will perform the following non-exclusive list of tasks:
o Evaluate current vehicular traffic counts and turning movements
o Review existing pedestrian movements within the study area
o Review applicable accident history within the study area
o Calculate design year increases for vehicle and pedestrian movements
o Provide options for traffic and pedestrian management improvements within the study area
o Options may be divided into short-term and long-term and should include potential benefits and costs
o Chosen consultant shall provide 3 alternatives for future project consideration. The City of Davenport obtained traffic counts for both vehicular and pedestrian traffic in the corridor in November 2023. This information will be shared with the chosen consultant. Proposal submittals will be opened at the date and time specified and each firm responding will be recorded as a respondent. Submittal content will be kept confidential until after selection has been made. Once the selection committee's recommendation is made, and has been approved, information in proposals will become public record and can be released at that time. The City of Davenport often receives Freedom of Information Act (FOIA) requests regarding purchases, bids, or Requests for Proposals. Per Iowa Code, vendors submitting proposals to an RFP are allowed to remove any proprietary information prior to their proposal being made public. In the Response Attachments tab of the RFP, we ask for a Public Copy of your proposal. This is the copy that has the information removed or redacted. This is the copy we will distribute should we receive a FOIA request. The City reserves the right to cancel the contract with 30 days written notice if performance of awarded vendor proves unsatisfactory or no longer necessary. The City reserves the right to accept or reject any or all proposals in whole or in part, to waive any irregularities in any proposal, to accept the proposal which, in the judgement of the City is most advantageous to the City and to re-advertise if desired.
