Demolition, site work and new construction of a residential development in Seaside, California. Working plans call for the demolition of a residential development; for the construction of a residential development; and for site work for a residential development.
Due to an unforeseen reversion in state grant funding, this RFP and its scope of work is being withdrawn. At this point, the City is no longer seeking proposals. Should conditions change, the City will issue a new RFP. The City of Seaside owns two adjacent parcels located at 956 and 962 Hilby Avenue upon which it intends to develop affordable housing. The proposed development will consist of a minimum of six affordable for-sale units. The exact affordability mix remains to be determined and will be informed, in-part, by the architectural process. The City of Seaside, California, is soliciting proposals from qualified architectural firms (Consultants) for architectural services. The chosen firm will be responsible for full service design of the affordable housing development. The project site consists of two adjacent city-owned parcels (012-371-004-000 and 012- 371-005-000). Each parcel hosts a single-family dwelling unit; one unit remains occupied. The City anticipates demolishing these structures prior to the construction of the proposed development. The surrounding environment consists of residential structures of varying densities. The 962 Hilby Ave parcel abuts a City Recreational Facility. Both parcels are located across the street from a public transit stop and are within walking distance to community amenities and services. The parcels are currently zoned Medium Density Residential (Attachment 1), with an allowable 15 units/acre. The City's General Plan Update is currently underway which includes a comprehensive zoning code update, under which, the two parcels would be rezoned to Mixed Use Low with a maximum 45 dwelling units/acre (Attachment 2). The six-unit project is permissible under both scenarios. The City is in the process of undertaking other predevelopment activities including procuring Engineering, Surveying, and Environmental Services. The Consultant will design for the construction of six or more residential affordable forsale units that adhere to the development program, including the prospective tenancy. The final work product will be comprehensive and include conceptual designs, site plans (floor/elevations), and final construction documents. The City of Seaside may consider alternative construction methods for this development (eg modular). The scope of services will also include a kick-off meeting with City Staff to further discuss project guidelines and objectives, regular communication and project check-ins with City Staff, and attendance of public hearings as required. All correspondence between the City and Consultants will be conducted via email. Consultants desiring any explanation or interpretation of this solicitation must make the request in writing no later than December 27, 2023. Please direct any questions regarding this RFP, including any request for the City of Seaside to issue a formal written clarification or correction of a discrepancy or an omission in this RFP, via email, to Alexia Rapoport, City of Seaside Housing Program Manager, at algarcia@ci.seaside.ca.us. Emails with questions related to this RFP should include, "Question Regarding 2023 Hilby Project RFP" in the subject line so that they may be readily identified and addressed in a timely manner. Any City of Seaside response to such a request will be made in the form of an addendum to this RFP and will be sent by e-mail or faxed to all parties who this RFP has been issued prior and also posted to the City website. All addenda shall become part of the RFP. The City anticipates the project's design to be completed by January 1, 2025.
