Site work for a water / sewer project in Oswego, New York. Completed plans call for site work for a water / sewer project.

**As of February 16, 2024, this project has not yet been awarded. A timeline for award has not yet been established. FEMA 4348DR - NY37407 Notice is hereby given that the Port of Oswego Authority will accept sealed bids from contractors to perform the work of the project. The project will involve repairs to the north end of the West Terminal Pier. This work will occur within the Port of Oswego Operating area adjacent to Lake Ontario and the Oswego River. Work shall be performed in accordance with the Contract Documents. Minority Owned Sub-Contracting Goal: 15% Women Owned Sub-Contracting Goal: 15% Service-Disabled Veteran-Owned Business Contracting Goal: 6% Disadvantaged Owned Sub-Contracting Goal: 0% No bid shall be considered unless it is accompanied by a Bid Bond, safeguarding the Port of Oswego Authority, executed by an acceptable surety, in amount equal to five percent (5%) of the total bid. All interested bidders are encouraged to attend at this time to view the site. The will be no other opportunity to visit the project site. William W. Scriber, Executive Director-CEO The successful bidder will be required to furnish separate Performance Bond, Labor and Materials Payment Bond, and Maintenance Bond to the Port of Oswego Authority (POA) in the full amount of the award for each bond, to be executed by a duly incorporated surety company, for the faithful performance of the Contract. The Contractor shall also provide insurances required by the contract documents. Such costs shall be borne by the contractor as an overhead cost to the amount in the submission of the bid. All work must be completed within 215 calendar days from issuance of the Notice to Proceed, exclusive of any approved project shut down and completed and ready for final payment on or before November 29, 2024. The POA reserves the right to reject any or all bids, award certain items only or to waive any informality in the bidding and the Contractor will have no claim against the Port of Oswego Authority. Any Contractor submitting a bid based on incomplete or inaccurate information resulting from documentation received from any third party, shall not have cause for relief from award or completion of a contract in accordance with the official documents on file with the Engineer. Construction for the West Terminal Pier Repairs will consist of the installation of 308 LF of steel sheeting to encase the existing timber cribbing, replacement of the concrete cap, and asphalt resurfacing along the north end of the West Terminal Pier. The pier in this area is in disrepair due to recent high water and wave events. This work will be undertaken to reestablish, maintain, and protect this portion of the West Terminal Pier. Bids may be held by the POA for a period not to exceed sixty (60) calendar days from the date of the opening of bids for the purpose of reviewing the bids, and investigating the qualifications of bidders (prospective Contractors), prior to awarding of the Contract. No bids will be withdrawn during this period without the consent of the POA. The Port of Oswego Authority hereby notifies all bidders that it will affirmatively insure that with regard to any Contract entered into pursuant to this Request for Bids, Minority and Women-owned Business Enterprises will be afforded full opportunity to submit bids in response to this invitation. They will not be discriminated against on the grounds of race, religion, color, sex, or national origin in consideration of an award. Prevailing wage rates will be required in this contract. Wage rates shall be based on the Federal Davis-Bacon Wage Rates and the New York State Department of Labor (NYSDOL) Wage Rates. Where the Federal Davis-Bacon Wage Rates differ from the NYSDOL Wage Rates, the higher of the two rates shall be used.
