The City of Norwalk is inviting proposal from qualified individuals and firms interested in providing construction management services for project 7196.1 firestone boulevard improvements. The City of Norwalk reserves the right to reject any or all Proposals, to waive information or irregularities to the extent permitted by law in any Proposal received and to be the sole judge of the merits of the respective Proposals received. All questions or requests for interpretation regarding this solicitation must be submitted through the Q&A section of the City's online bid portal by 5:00 PM PST on Friday, February 23, 2024. Questions or requests for interpretations will not be accepted by any other platform, City response relevant to this solicitation provided through any means other than the City's online bid portal is unauthorized and will be considered invalid. Official responses to this solicitation will be posted in the Q&A section of the online bid portal. Any information resulting from questions that cause a material change in the solicitation will be posted in the Addenda section of the City's online bid portal as an addendum. All questions received will be responded to via the online bid portal by 5:00PM on Friday, March 1, 2024. The City of Norwalk received grant funds from LACMTA/GCCOG to widen Firestone Boulevard, within its existing right-of-way, from Hoxie Avenue to Imperial Highway. This grant is funded through Measure R as part of the I-605/SR-91 Early Action Projects for the Projects for the Project Approval and Environmental Document (PA&ED)/ Final Design. Previously, the cities of Norwalk and Downey, under a joint agreement, widened the Firestone Boulevard Bridge over the San Gabriel River to three (3) lanes in each direction, with a raised center median, and wide shoulders and sidewalks. This matches the roadway cross section to the west within the City of Downey. Firestone Boulevard between the river bridge and the west side of the I-605 Freeway has been striped for 3 lanes in each direction. The I-605 freeway widening project will expand the freeway while realignin the existing ramps along the corridor, and on Firestone under the freeway overpass, provide for three (3) lanes in each direction plus two (2) eastbound left turn lanes onto the northbound on-ramp to the I-605 Freeway at Hoxie Avenue. The City of Norwalk Firestone Boulevard project widens the roadway east of the I-605 Freeway to (3) lanes in each direction between Hoxie Avenue and Imperial Highway including at an existing overpass of the Union Pacific Railroad line. Firestone Boulevard serves as a vital corridor to move goods and people, supporting the local economy. It provides a vital link between the I-5 Freeway and the I-605 Freeway. Many businesses that contribute to City of Norwalk's economy are located along this corridor. It is important the widening project retains the general corridor theme, avoid impacting these businesses, and not require additional Right-of-way. The project will be developed in two construction phases to reduce impacts on the local businesses. The first phase will be from Hoxie Avenue to Studebaker Road and the second phase will be from Studebaker road to Imperial Highway. This project is a roadway widening project and shall consider other project elements such as storm drain modifications, water quality enhancements, traffic signal upgrades (where necessary), safety lighting, guardrails (where required), UPRR bridge widening, landscaping, and other features necessary for a complete project. Note: Firestone Boulevard will include a grind and overlay of the entire roadway within the project limits. Phase 1 - Hoxie Avenue to Studebaker Road This existing section of Firestone Boulevard consist of two (2) lanes westbound with right and left turn lanes at Hoxie Avenue, and two (2) lanes eastbound with right and left turn lanes at Studebaker Road. There is an existing landscaped median with varying widths along this section with left turn breaks and a city entry monument. The sidewalks are 10 feet wide on both sides of Firestone Boulevard with numerous driveway openings. Onstreet parking is provided on both sides of the street. The project scope of work requires reducing the existing sidewalks from ten (10) feet to eight (8) feet, replace the median with a consistent width median to allow left turns, provide three (3) travel lanes in each direction, provide an on-street bike lane (Class II), and maintain on-street parking. At the intersection of Hoxie Avenue and Firestone Boulevard, consideration should be given to provide dual left turn lanes and a right turn lane in the westbound direction.
