The City of Crescent City, California, is requesting proposals for the selection of qualified firm(s) to provide Plan Review Support Services on a wide variety of projects over the coming five years; Fiscal Year (FY) 2024 through FY 2029.
All work is to be performed on an on-call, as-needed basis. This Request for Proposals describes the Scope of Services, consultant selection process, and mandatory information that must be included in response to this RFP.
The City seeks supplemental resources in support of plan review and related services for various Applicant projects. The RFP process is intended to establish the most qualified firm(s) who will then enter into a Professional Service Agreement, the form of which is included as Exhibit 1. The agreement will be for a period of five years and will be structured for the consultant to perform work either on a time-and-material basis, a fixed price for a particular task, or as a percentage of application fees received. The Selection Committee will evaluate each Proposal meeting the minimum qualification requirements set forth in CONTENTS OF PROPOSAL OF QUALIFICATIONS section of this RFP on a scale of 100 points. The Selection Committee will be comprised of staff from the City and may include others recommended by staff.
Any false, incomplete, or otherwise unresponsive Proposals in connection with a Proposal or any documentation or other information supplied to the City by the responding firm may be cause for rejection of the Proposal or disqualification of the responding firm at the City's sole discretion. Any judgment as to the significance of any falsity, incompleteness, or unresponsiveness shall be the prerogative of the City and its judgment is final.
The Selection Committee will evaluate the Proposals in accordance with the criteria below. The evaluation of the Proposals will be within the sole judgment and discretion of the Selection Committee.
The City reserves the right to request additional information which, in the City's opinion, is necessary to evaluate whether a Responding firm's qualifications, experience, number of qualified employees, business organization, and financial resources are adequate to perform the Services required for the Project.
1. Qualifications based on overall professional and practical experience of firm including the ability to perform and complete projects on time and within budget. (maximum 20 points)
2. Specific experience, qualifications, and key personnel to provide plan review support services in a similar environment. (maximum 20 points)
3. Project implementation/approach with regards to timing including project acceptance, turn-around time for plan review, re-checking plan updates, and acceptance/approval protocol. Additionally file transfer protocol, experience, and availability of key personnel will be a consideration. (maximum 30 points)
4. Fee Structure specifically demonstrating the method to meet the plan review requirements and remain under the City's budget. (maximum 30 points) Misc. Info:
