Based on Evaluation of the Step 1 Submissions in Accordance With Schedule 1 - Step 1 Process, Metrolinx Intends to Shortlist Up to Eight Proponents to Participate in the Step 2 Process (Each a "Shortlisted Proponent"). (B)metrolinx is Seeking Firms That Are Qualified and Experienced With Construction Management and Construction, Including Experience With Various Contract Delivery Models, Including Construction Management at-risk. Metrolinx Has Decided to Use the Construction Management at-risk Delivery Model to Address the Following Objectives: (I) Enable Early Involvement of a Contractor's Expertise and Input During the Pre-construction Phase; (Ii) Enhance Collaboration in Design, Schedule Development and Scope Changes; (Iii) Allow for the Completion of Value-engineering Before Finalizing Design Decisions; (Iv) Identify and Potentially Perform Certain Parts of the Work in Advance of Finalizing the Design; (V) Allow for More Accurate Cost and Schedule Estimates for the Work, Including Soliciting and Obtaining Trade Contractors' Bids for the Work; (Vi) Increase Flexibility and Adaptability of the Design and Scope and Allow for Enhanced Opportunities for Innovation, Efficiency and Quality Management; (Vii)enable the Performance of the Services and the Work on an "Open Book" Basis; and (Viii) Allow the Collaborative Development of Pricing and Proposal and Related Information Before Authorization for the Full Scope of Work is Provided by Metrolinx. This Request for Proposals Step 1 is issued by Metrolinx to establish a list of Proponents to prepare and submit competitive Step 2 Submissions to renovate existing stations and construct new stations in the GO Expansion Program with a capital cost estimate from $80 million to $400 million, using the construction management at-risk project delivery model for each project (each a “Project”).
