Project Title - McSwain Turbine Replacement, Improvements Package Project Description - The WORK is located at the McSwain Dam Powerhouse (Project), near Snelling, California. The WORK, in general, consists of refurbishing the unit through a combination of inspection, replacement, and refurbishment of turbine components, and powerhouse systems. New components include Kaplan Runner, Wicket Gates, and the addition of a High-Pressure Oil Lift system. Refurbished components include Wicket Gate operating mechanism, headcover, Kaplan mechanism, stay ring, bottom ring and discharge ring, turbine shaft, and unit auxiliary as described within the Contract Documents. Work Location - McSwain Dam Powerhouse, in Merced County near Snelling, California, at the coordinates of N37.52211, W120.3101. Mandatory Pre-Bid Site Walk Meeting - Attendees are directed to pass through gate 56 and park on the side of the road outside of the McSwain Dam switchyard. If you reach the Lake McSwain Parks tollbooth you have gone too far. Turn around and look for gate 56 located approximately 900-ft down the road. The meeting will begin at the bottom of the road outside of the McSwain Dam chain-link fence. Attendees are advised not to enter the switchyard until advised to do so. The mandatory personal protective equipment (PPE) within the substation fencing area is hard hat and Fire Retardant (FR) clothing, and all attendees shall have the mandatory PPE to be allowed access into the area. Failure to bring proper PPE will result in the inability to attend the mandatory pre-bid site walk, which is a requirement to submit a bid. No steel measuring tapes are allowed within the switchyard and control building; only cloth or wood rules are permitted. Once all attendees are present and signed in, we will proceed to enter the McSwain Dam switchyard and powerhouse Questions Due Date: Feb 5th 2024, 4:00 PM PST Answers released via Addendum 2/26/24 N/A All bids shall be presented under sealed cover and accompanied by one of the following forms of bidder's security: certified check or bidder's bond. Bidder's bond shall be duly executed by a responsible corporate surety, authorized to insure such bonds in the State of California, and secured through an authorized agent with an office in California. The security for the bidder's bond shall be a percentage of the bid in an amount equal to at least ten-percent (10%). A bid will not be considered unless one of the forms of bidder' security is enclosed with it. The bidder's security shall be attached to the appropriate page in the Contract Documents. Award of Contract A. The District reserves the right to waive any informalities in the bidding and to reject any and all proposals. B. All bids will be compared on the basis of the Engineer's estimate of the quantities of work to be done. C. The award of the Construction Contract, if it is awarded, will be to the lowest responsible and responsive bidder whose proposal is complete with all the requirements prescribed. D. Such award, if made, will be made within fourteen (14) calendar days after the opening of proposals. E. The period of time specified above, within which the award of contract may be made, shall be subject to extension for much further period as may be agreed upon in writing between the District and the Bidder concerned. Execution of Contract A. The Construction Contract shall be signed by the successful bidder and returned, together with the Performance Bond and Payment Bond and satisfactory evidence of insurance, as designated in Section 4 herein, within ten (10) business days, not including weekends and legal holidays, after the bidder has received the Notice of Award. B. Failure to provide Contract copies of required documents within the required time period may result in revocation of Contract.
