Yolo County Housing (YCH) requests proposals from property owners and developers for the Project-Based Voucher (PBV) Program. Project based applications are being accepted for existing housing projects. An existing unit will be considered at the time of notice of selection, the units substantially comply with Housing Quality Standards (HQS). YCH estimates that up to 40 project-based vouchers may be available under this RFP for the purpose of creating and/or expanding permanent, affordable housing to very low and extremely low-income families. Note up to 3 of the awarded vouchers will be HUD-VASH vouchers. Under the PBV program, YCH enters into an assistance contract with the owner for specified rental units, for a specified term (up to twenty years) subject to funding availability. Assistance or subsidy is provided while eligible households occupy the rental housing units and the units meet other program standards. To fill vacant project-based units, YCH will establish and manage separate waiting lists for individual projects or buildings that are receiving PBV assistance. YCH subsidy standards determine the appropriate unit size for the family size and composition. Project-Based Vouchers can be attached to YCH-owned units. All proposals submitted for YCH units must be approved by HUD, or an independent entity selected by HUD. Housing units and/or projects that are NOT eligible for PBV assistance include: Shared housing. Units on the grounds of a penal, reformatory, medical, mental, or similar public or private institution. Nursing homes or facilities providing continuous psychiatric, medical, nursing service, board and care, or intermediate care (assistance may be approved for a dwelling unit in an assisted living facility that provides home health care service such as nursing and therapy for residents of the housing); Units owned or controlled by an educational institution or its affiliate and designed for occupancy by the students of the institution. Manufactured homes. Cooperative housing. Transitional housing. High-rise elevator projects for households with children. Owner-occupied housing. Units occupied by an ineligible family. Subsidized housing types determined ineligible in accordance with HUD regulations. All questions regarding this RFP should be directed via email to Anisa Vallejo, Housing Program Manager, avallejo@ych.ca.gov. Proposal Format two (2) copies of the proposal submittal (one original signature + 1 exact copies, including extending tabs), submitted in a sealed package, properly addressed and tabbed. The Agency intends to retain the successful proposer pursuant to a "Best Value" basis, not a "Low Bid" basis. Therefore, so that the Agency can properly evaluate the offers received, all proposals submitted in response to this RFP must be formatted in accordance with the sequence noted below. Each category must be separated by index dividers numbered (which number extends so that each tab can be located without opening the proposal). None of the proposed services may conflict with any requirement the Agency has published herein or will issue by addendum. YCH reserves the right to reject applications at any time for misinformation, errors, or omissions of any kind, regardless of the stage in the process that has been achieved. The method of Contractor Selection has not been Determined at this time.
