The Housing Authority of the City of Hartford (the "Authority") is seeking to contract with one or more qualified General Contractor(s) and Emergency Restoration Contractor(s) (each a "Contractor") to provide a full range of Services that will include the need for a General Contractor and Emergency Restoration Contractor on an "as needed, when needed" basis. The provision of both services will be managed by the Authority's Director of Asset Management . Respondents to this RFP (each a "Respondent") may propose services in any or each of the of the General Contractor and/or Emergency Services described in the Scope of Services section of this RFP. The Authority reserves the right to make one award or multiple awards under this RFP, whichever is deemed to be in its best interest. Any obligations of Respondents in this RFP continue to be obligations of Contractor(s) when awarded. The selected contractors will assist the Authority in its planning and restoration of properties in need for rehabilitation and restoration. Scope for General Contractor: HACH anticipates generating GC services for site specific projects. General contractors handle the overall management of construction projects, from start to finish using their own or contracted personnel. They oversee the entire construction process in conjunction with management. Over the course of a project, the general contractor will coordinate budgets and schedules, manage relationships with vendors and subcontractors, and facilitate communications between the project owner or its representative, including communication with the insurance company and Director of Asset Management. Scope of services to include but are not limited to, roofing, sheetrock, flooring, masonry, plumbing, electrical, carpentry, etc. Last Day for Questions Thursday, January 11, 2024 by 4:00 pm Term Contract. The term of the contract resulting from this solicitation (the "Contract") will be for three (3) years commencing on the date of award. Upon satisfactory completion of the initial term of the Contract, the Authority may extend the term of this Contract for two additional one-year terms at its sole option at the pricing initially bid by each successful contractor. Scope for Emergency Restoration The Authority is looking for innovative, cost-conscious proposals which incorporate sound management to reduce the impact of an unplanned event leading to real or personal property damage. This is in keeping with HACH'S commitment to be a fiscally responsible public housing provider that provides its residents with a safe living environment, quality maintenance service, well-kept facilities, and professional property management services. The Emergency Response and Restoration services describe in this Scope of Services are intended to serve as a general guideline for the types of services which may be required by the Authority. It is expected that Respondents will have knowledge of applicable laws, licensing and regulations of HUD, the State of Connecticut and the City of Hartford. The Contractor shall not have the right or power to assign, subcontract, or transfer interest in this Contract without the prior written consent of the Authority.
