Renovation of a water / sewer project in Racine, Wisconsin. Completed plans call for the renovation of a water / sewer project.
Pre-Qualification: Yes The work under this Contract generally includes the installation of new filter bed media, new underdrains, new piping and valves, rehabilitation of steel structure, rehabilitation of filters, new and reinstalled precast roof, new fall protection, and all other Work shown on the Drawings and specified herein. The procurement will be subject to the requirements of the Racine Works Program (City of Racine Ordinance Section #46-41). A copy of the requirements of the Racine Works Program is included in Appendix C. Bidders are required to submit the "Compliance with Racine Works Program" certification with their bid. Minimum salaries and fringes to be paid on the project shall be in accordance with the prevailing wage rate scale established by the Federal Department of Labor (DOL). Attention is called to the fact that not less than the minimum salaries and fringes set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applications for employment are not discriminated against because of their race, color, religion, sex, national origin, or other protected class. Federal Labor standards program laws, including, but not limited to the Davis Bacon Act, the Copeland Anti Kickback Act, and the Contract Work Hours and Safety Standards Act will apply to all projects. Any contract or contracts awarded under this Invitation to Bid are expected to be funded completely or in part by a loan from the Wisconsin Safe Drinking Water Fund. Neither the Wisconsin DNR nor any of its departments, agencies or employees is or will be a party to this Invitation to Bid or any resulting contract. The procurement will be subject to the following regulations/requirements: "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014. The President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this executive order are explained in 41 Part CFR 60-4. The increased use of disadvantaged business enterprises in accordance with 40 CFR Part 33, as amended. Any contract or contracts awarded under this Invitation to Bid must demonstrate positive efforts to utilize minority and women's business enterprises (MBEs/WBEs) and other Disadvantaged Business Enterprises (DBEs). The Racine Water Utility encourages MBEs and WBEs to submit bid proposals. This procurement will be subject to regulations contained in NR 166.12 (3). This policy requires all bidders to undertake specified affirmative efforts at least 30 days prior to Bid opening. Bipartisan Infrastructure Law Signage Term and Condition for the State Revolving Fund Programs of the Infrastructure Investment and Jobs Act ("IIJA"). This Contract letting shall be subject to the provisions of Sections 62.1 66.29, 66.293, and 779.15 of the Wisconsin Statutes. Bidders are to furnish a prequalification statement of financial ability, equipment, and experience in the Work in accordance with Wisconsin Statute 66.29, on the form furnished by the Owner in Appendix A, not less than five (5) days prior to the opening of Bids. Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of five percent of the Bid. Bidders may not withdraw their Bids for a period of ninety calendar days after the actual date of the opening of the Bids. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
