Demolition, site work and new construction of a water / sewer project in Crossroads, Texas. Completed plans call for the demolition of a water / sewer project; for the construction of a water / sewer project; and for site work for a water / sewer project.

Upper Trinity Regional Water District, Denton County, Texas (herein referred to as the "District"), invites the submittal of responses to this Request for Proposals (RFPs) from all qualified firms to provide Construction Manager-At-Risk services in accordance with Chapter 2269 of the Texas Government Code (the "RFP Responses" or "Proposals"). Said services are to be provided under a single contract with fees established in two separate actions (preconstruction and construction) in connection with the design and construction of The Tom Harpool Water Treatment Plant (WTP) Phase 2 Expansion Project (the "Project"). Following the one-step process set forth in Section 2269.253 of the Texas Government Code, the District desires to retain a highly qualified, capable firm to act as the Construction Manager-at-Risk during the design and construction of the Project. Firms who participate in this RFP process and submit an RFP Response may be referred to as "Respondents," "CMAR Firms," "Firms," and "Offerors" herein. The District will give prime consideration to the "CMAR Firm" with significant, recent experience in the management and construction of projects similar to the Project. The District reserves the right to negotiate with one or more parties and shall not be obligated to enter into any contract with any Respondent on any terms or conditions. The District shall not be responsible for full or partial sets of RFP documents, including any addenda, obtained from other sources. No RFP may be withdrawn until the expiration of ninety (90) days from the date RFPs are opened. PROJECT SCOPE The District anticipates the scope of work for the described Project will consist of, but not be limited to, the following major elements: 2.1 Tom Harpool WTP Phase 2 Expansion - Early Equipment Procurement: Equipment procurement packages for procurement of long lead time equipment by the CMAR. 2.2 Tom Harpool WTP Phase 2 Expansion - Design Package 1: Final design and construction of an expansion to the Tom Harpool surface water treatment plant (TP20826; PWS ID No. 0610213). Design Package 1 includes the addition of a 6 million gallon prestressed concrete clearwell, finished water pump station modifications, a new chlorine dioxide feed facility and required electrical and other ancillary facilities to provide for the finished water pump station, clearwell and chlorine dioxide feed facility to be operational prior to the completion of the overall project. More information is available in the attached Description of Work. TP Phase 2 Expansion - Design Package 2: Final design and construction of an expansion to the Tom Harpool surface water treatment plant (TP20826; PWS ID No. 0610213). Design Package 2 includes all items required to meet the Design capacity, that are not included in Design Package 1 or early equipment procurement. More information is available in the attached Description of Work. 2.4 The CMAR Firm will serve as an integral team member during the design process and throughout the construction process. During the preconstruction phase, the selected CMAR Firm will be required to perform design review, constructability reviews, construction sequencing and scheduling, cost model development and update, utility location and exploration, and equipment pre-purchasing. 2.5 It is anticipated that the District will contract for Preconstruction Services and Construction services by separate actions, but not necessarily by separate contract. Preconstruction Services may include, but not necessarily be limited to, planning and estimating work up to and including the establishment of a Guaranteed Maximum Price (GMAX) for the Project (the "Preconstruction Services"). Construction Services may include, but not necessarily be limited to, all work associated with construction, start-up, occupancy, and warranty of the facilities (the "Construction Services"). DESCRIPTION OF WORK Upper Trinity Regional Water District (the "District") owns and operates the Tom Harpool Regional Water Treatment Plant (the "Harpool WTP") located in Denton, Texas near the intersection of Fishtrap Road and Cedarcrest Drive. The WTP is currently rated at 30 MGD capacity. To meet the demands of the rapidly growing area, the District plans to expand the WTP capacity to 60 MGD with options for 40 MGD, and 50 MGD. During construction activities the Harpool WTP must be able to operate and can only be taken out of service during low demand times for short periods of time. Refer to the attached figures for the overall Project site plans for The Tom Harpool WTP Expansion Project. TOM HARPOOL WTP PHASE 2 EXPANSION - EARLY EQUIPMENT PROCUREMENT In summary, Early Equipment Procurement may include, but is not limited to "Long-lead equipment items " listed below: Membrane system equipment Vertical turbine pumps Sleeve valves Electrical transformers Electrical switchgear VFD's Standby generators HVAC units TOM HARPOOL WTP PHASE 2 EXPANSION - DESIGN PACKAGE 1 In summary, Design package 1 may include, but is not limited to, the following: Clearwell No. 2: Adds a 6 MG prestressed concrete clearwell and related piping. Finished Water Pump Station Modifications: Adds a single new pump station with a new pump and VFD (matching existing Pump No. 1). Installation of a VFD on an existing Pump No. 2. Associated modifications to existing electrical building. New chlorine dioxide generation, storage, and feed facilities for raw water application located at the joint raw water meter vault (offsite of Harpool WTP) Related improvements required for Design Package 1 items to be operational upon completion of Design Package 1. TOM HARPOOL WTP PHASE 2 EXPANSION - DESIGN PACKAGE 2 In summary, Design package 2 may include, but is not limited to, the following: Replacement of the existing raw water transmission flow control sleeve valve at the joint raw water meter vault with a low head loss valve. Replacement of the existing Inlet Structure plug valve with a new high-head reduction flow control valve. Construction of a new high pressure supply header in the Outlet Structure. Construction of a new flow metering and control assembly at the Outlet Structure. Construction of a new membrane complex building, matching the design aesthetics of the existing complex. New membrane complex will include: o Installation of a new pressure driven open-platform MFS racks. o Installation of a new clean-in-place chemical storage and transfer, tank, recirculation pumps, and drain pump system. o Installation of a new backwash water storage tank and pumps. Installation of MFS support equipment, such as blowers, compressors, computer controls, pneumatic controls, etc. o Office space and restrooms. o Maintenance and vehicle servicing bays. Replacement of existing Recovery Return pumps with higher capacity pumps. Replacement of existing Emergency Return pumps with higher capacity pumps. Modifications to existing chemical facilities to include more storage or dosing capacity, where needed, and connect the new MFS. Relocation and refurbishment of the replaced 18-inch joint meter vault raw water sleeve valve to the existing membrane building raw water piping. Replacement of an existing 24-inch Emergency Return yard piping with 36-inch piping. Construction of a new 36-inch Diurnal Pond overflow pipe and outlet structure in the Emergency Storage Lake. Replacement of the existing 24-inch overflow structure with a 36-inch structure at the Emergency Storage Lake. Installation of a new electrical service connection and medium-voltage transformer. New electrical switch gear, switchgear, motor control, panels, etc. to power new facilities. Construction of new electrical buildings to house equipment. Installation of new backup generators. Sitework and Grading: All necessary sitework and grading to construct the above listed. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
