The WQCP has a design capacity of 12.5 MGD and is presently operating at 8 MGD. The equipment at the WQCP's two (2) anaerobic digesters and two (2) secondary clarifiers were initially part of a Design Build (DB) project that began in 2019. The DB project was to demolish and install new equipment at both digester and clarifier facilities. Due to the re-organization of the scope of work, both were removed from the DB project. DB design plans and specifications (Exhibit D) were prepared for the installation of four (4) Anaergia 10 HP propeller type mixers into two (2) digesters, and two (2) secondary clarifiers, but were not installed. All equipment required for the purposes of installation were procured and are currently stored on site. The City, therefore, requires professional engineering services to execute this project. The City is thus requesting proposals (RFP) from qualified consulting firms (Consultant) to provide professional engineering services to prepare plans and specifications for bid packages for the demolition and installation of: [1] two (2) digesters with four (4) Anaergia 10 HP propeller type mixers, two (2) recirculation pumps, replacement of above ground valves/piping, and two (2) heat exchangers; and [2] two (2) secondary clarifiers. Both equipment are located at the City's WQCP. Sub-parts from the existing plans and specifications for this uncompleted DB project will be amended to prepare two (2) bid packages (digester and secondary clarifiers) to be advertised in July 2024 as Design-BidBuild (DBB) projects. The expected completion date of the DBB projects will be June 30, 2025. SCOPE OF WORK A. Digesters, Mixers, Pumps, Pipes, and Heat Exchangers Plan shall include: 1. Extract, review, and amend an existing DB design (Exhibit D) for the: a. demolition of existing equipment at two (2) digesters, and b. installation of four (4) owner provided Anaergia Mixers i. two (2) into digesters 3 ii. two (2) into digester 4 c. installation of two (2) owner provided heat exchangers i. one (1) for digester 3 and ii. one (1) for digester 4 d. installation of recirculation pumps 2. Digester tank rehabilitation including: a. dewatering of digester b. removal of debris c. cleaning d. concrete wall structural repair, and e. epoxy coating of inner tank walls 3. Replacement of digester above ground piping and valves (not owner provided) 4. Installation of a Davit Crane on the Anaerobic Digester for removal of the Anaergia Mixer from the top of the tank. 5. Add ancillary items found during the design progression as required 6. Third Party Inspection B. Secondary Clarifiers 1 and 2 Plans shall include: 1. Extract, review, and amend the existing DB design (Exhibit D) for the: a. demolition of secondary clarifiers 1 and 2* b. installation of secondary clarifiers 1 and 2* 2. Add ancillary items such as stairs, guard rails, davit crane mount, and as found during the design progression as required 3. Third Party Inspection * Note that secondary clarifiers 3 & 4 were installed in the DB project C. Other Services 1. DBB design plans, specifications, and Engineering construction estimates 2. Bid support 3. Construction management 4. Construction document management 5. Construction technical support, and 6. Construction closeout Final project design documents to be submitted before July 15, 2024 for posting upon review and approval, with an expected award date of September 2024, and Bid and construction support until June 30, 2025. The City reserves the right to reject any and all proposals, and to award or not to award a contract. The method of Contractor Selection has not been Determined at this time.
