The intent of this project is to replace Well #9 and connect the new well to the existing electrical, communications and piping network. The project will include all work necessary to Design, drill, install, develop, equip, test, and properly functional according to the requirements as provided in Attachment 1 - SON - Replace Well no.9 Project Title: REPLACEMENT / REPAIR OF WELL #9 Bldg. 8999 1. A complete Statement of Work detailing the approach and environmental considerations to perform all aspects of the requirement identified in the Statement of Need (Attachment: 1 - SON - Replace Well no.9). 2. This construction project will be conducted at Beale AFB, CA 3. Compliance with Wage Determination (Attachment: 2 - Wage Determination - CA20240007 16FEB2024) 4. The range of magnitude for this requirement is between $500,000 and $1,000,000 5. NAICS Code is 237110. Size standard is $45,000,000. 6. This requirement is 100% set aside for small business. 7. Project base CLINS 0001 and 0002 must be completed within 90 calendar days, factoring in 0 weather day delays. 8. Site Visit is scheduled on Tuesday, 12th of MAR 2024 at 1300, meeting up at 9th Contracting office parking lot. Google Maps search of "9CONS" will show meeting destination. In order to gain access to Beale AFB Contractors must complete and return "Attachment 13 - Contractor EAL 2024" for no more than 3 participants per vendor by the 6th of March 2024 at 15:00 PST. Access will be permitted through Wheatland Gate upon approval of Security Forces. Contractor must bring Real ID, or two separate forms of ID to include: license, state ID, birth certificate, social security card, and passport. 9. RFI questions will be due on Friday, 15th of MAR 2024 at 15:00 PST. Questions will only be answered from interested contractors who participate in site visit. 10. Charges for solicitation documents will be $0.00 11. Any available plans will be distributed by electronic mail. Project No- 1134784 Scope of Work: a. Permitting. Contractor shall obtain all necessary permits to include a well permit from the Yuba County Environmental Health Department. It is anticipated one will be required for both well installation and well destruction. b. Contractor shall provide water well installation plan to satisfy Yuba County requirements and UFGS 33 11 13. c. Contractor shall submit a water and spill discharge plan for approval. d. Pre-drilling site clearance. Contractor shall perform a pre-drilling site inspection to locate and identify any underground utility indicators using a private utility locating service to clear the site. Contractor shall provide a pilot hole via air knife or other nondestructive method to a minimum depth of 5-feet prior to drilling to confirm no underground utilities are present. e. Drilling. Contractor shall drill and install new water well, pump, and control system with industry standard casing to a sufficient depth capable of maintaining flow of 1,200 gallons per minute (GPM) to the existing drinking water supply piping network. Well installation shall be completed by a State of California C-57 licensed drilling contractor. Contractor shall provide borehole and well construction log. f. Casing. The new water well casing shall be steel construction as defined in the California DWR well standards. Screen perforations shall be selected in conjunction to filter pack design, to maximize well production and minimize infiltration of filter materials in well. g. Surface completion. Shall be a minimum 24-inches above surrounding ground surface. The intent of this requirement is to eliminate the possibility of surface water entering at the well head. h. Concrete Pad. Contractor shall provide new concrete pad estimated to be 6 feet by 10 feet and raised to 24 inches above grade to conform to 100-year flood standards. i. Depth. Well shall conform to all local, state, regional and federal requirements for a community drinking water supply well, including sanitary/annular to a required depth, not less than 50ft. j. Fencing and electrical work may also be required to replace the fixtures already established.
