The City of Simi Valley (City) is requesting a Statement of Qualifications for Pavement Engineering and Material Testing Services for public works projects. Questions about this RFQ must be submitted no later than the date stated in the Schedule of Events for response. No questions other than written or e-mail will be accepted, and no response other than written will be binding upon the City. The City will not accept incomplete proposals, unsigned proposals, proposals postmarked or dropped off after the submittal due date and time, or proposals submitted via email or facsimile. No exceptions will be allowed. A proposal signed by an individual not authorized to bind the Proposer may be rejected The City of Simi Valley Department of Public Works is seeking interested firms to submit a Statement of Qualifications for Pavement Engineering and Material Testing Services associated with the design and construction of City public works projects. Last Day to Submit Questions January 3, 2024 City Council Award February 26, 2024 Some of these projects are federally funded and therefore are subject to applicable federal requirements, including 49 CFR 26 - Participation by Disadvantaged Business Enterprises. The DBE goal for these services is 7%. The term for this service will be two (2) years from the effective date, with an option to renew one (1) additional year. Note: Please mark the outside of the envelopes (and express shipment envelope, if applicable): CITY OF SIMI VALLEY REQUEST FOR QUALIFICATIONS FOR ON-CALL PAVEMENT ENGINEERING AND MATERIAL TESTING SERVICES The Purchasing Agent or designee shall endeavor to respond in writing within five (5) working days to the protestor. Should more information be required, the Purchasing Agent may provide time extensions during this process. The decision rendered by the Purchasing Agent shall be in writing and shall be final. The City reserves the right to award the Contract to the bidder it has determined to be the responsible bidder submitting the lowest responsive and responsible bid, and to issue a notice to proceed or notice of award notwithstanding any pending or continuing challenge to its determination. The City has no obligation to suspend or otherwise delay the procurement and/or award to allow for completion of a protest process. The City of Simi Valley (City) invites your firm to submit a Statement of Qualifications for Pavement Engineering and Material Testing Services for the design and construction of various public works projects. The City intends to select one to three firms to provide Pavement Engineering and Material Testing Services on an as-needed basis. The attached Request for Qualifications document contains information and procedures to assist you in the preparation of the Statement of Qualifications.
