January 19, 2024 Deadline to submit questions. Questions regarding this Proposal must not be directed to other City of Lakeway City Council, commission, committee, or staff members. Clarification requests will not be accepted by telephone. All responses to clarification requests will be provided to all known proposers in writing by email and publication on the City's website. Questions pertaining to this Proposal must be received no later than ten (10) calendar days prior to the closing date of the Proposal. The City of Lakeway, hereinafter "City," seeks to enter into an agreement with a qualified individual, firm, or corporation, "Proposer," to provide a range of consulting, planning, and technical services to prepare the City's Comprehensive Plan, herein "Project." Services shall include, but not be limited to community engagement, research, consultation on best practices, meeting facilitation, document drafting, mapping, creation of supporting graphics, statistical analysis, financial analysis, and presentations to elected and appointed officials. The intent of this project is to update the Comprehensive Plan to reflect the community's vision for its future growth and development, to preserve and enhance the quality of life in Lakeway, and to develop an actionable framework for implementation. The existing 2020 Comprehensive Plan is considered as an up-to-date and professional plan that details issues facing Lakeway and the general vision for addressing them. The theme of this plan update is to 'finish the thought.' As part of the Fiscal Year 2024 Budget, $250,000 has been budgeted for this project. The intent of this project is to complete an update to the City's Comprehensive Plan. Successful Proposer shall engage the community and provide research and advice on best practices throughout the Project. Projected demographic and economic trends and their associated implications on land use and public services shall be considered throughout the process. Services shall include but not be limited to community engagement, research, and consultation on best practices, meeting facilitation, document drafting, mapping, a creation of supporting graphics, statistical analysis, and presentations to elected and appointed officials. The successful Proposershall present a completed comprehensive plan update to the City of Lakeway Zoning and Planning Commission and City Council for adoption. The Consultant hereby agrees to provide services for the City of Lakeway Comprehensive Plan Consultant in accordance with the terms and conditions, and requirements as specified in the Request for Proposal (RFP) No. 24-0507, which are not attached hereto but is incorporated by reference into this Contract for all purposes. 1.2 The Consultant hereby shall furnish and pay for all materials, labor, transportation, tools, equipment, supervision, insurance, warranty, and any other related incidentals to perform the Work as required. 1.3 The Consultant shall guarantee that workmanship performed under this Contract meets or exceeds established industry standards relating to quality, neatness, precision, completeness, and attention to detail. 1. 4 The City will receive the following services: See attached Exhibit A - Price Form.
