**As of April 26, 2024 this RFQ has been canceled. A revised solicitation is intended to be issued within a year of this notice. Hardee County has issued a Request for Qualifications (RFQ) for a qualified professional Construction Manager At-Risk services for the Emergency Operation Center. Any questions or requests for clarifications concerning this RFQ shall be submitted in writing by facsimile or E-mail and directed to Carmen C. Soles, Purchasing Director, 205 Hanchey Road, Wauchula, FL, 33873; By Fax number 863-773-0322; or E-mail address: carmen.soles@hardeecounty.net. The following shall be referenced on all correspondence and in the subject section of the email, "Request for Qualifications No. 23-010: Design and Permitting Services for Roadway Improvements." All questions must be received no later than December 20, 2023, @ 3:00 p.m. The County reserves the right to reject any or all responses, to waive any or all non-material irregularities and technicalities to re-advertise for RFQs, with or without changes in the scope of work, to award in whole or in part to one or more Respondents or take any other such actions that may be deemed to be in the best interest of County. Grant Funded- State funding $200.000 (completed for partial design) Federal Funding $481,000 (to complete full design) $9.5 Million for engineering & construction (State Appropriation) Construction Cost Estimate is approximately $7M. The Construction Manager shall be required to provide all necessary services for a complete and operational Hardee County Emergency Operations facility, including but not limited to the following: A. SCOPE OF SERVIES The specific scopes of work to be performed by the Construction Manager at Risk with a Guaranteed Maximum Price (GMP) are linked to those separate phases of the project: Preconstruction Phase and Construction/Post Construction Services Phase. Each phase will have a separate proposal. The County's goal is for the Construction Manager at Risk contracted to perform the Preconstruction Phase services to contract for the subsequent Construction Phase services. However, there is no guarantee for award of the Construction Phase; therefore, if the County does not award the Construction Phase, there will be no recovery of any monetary awards associated with the Construction Phase, such as cost and/or anticipated profit. 1. Preconstruction Phase o Oversee design and budget development, per owner objectives o Assist in development of project schedule o Assist in development of a coordinated work plan o Throughout contract document preparation by the A/E Firm, work with design team on project feasibility, availability of materials and labor, alternative designs and materials, and other factors related to time, cost, and quality o Participate in progress meetings o Prepare statement of probable construction cost at 50% Construction Documents Phase o Review building systems and formal constructability o Assist with bidding process: bidder outreach, bidder pre-qualification, advertisement, review of bids, evaluation of bidder responsiveness, reference checks o Develop bid package strategies to attract appropriate M/WBE participation o Regularly track and report M/WBE participation on the project o Define and coordinate scope of work packages o Generate bid lists o Prepare and distribute construction documents for bidding o Conduct pre-bid conferences and address bidder questions o Prepare and issue addenda o Conduct bid openings, review bids and prepare bid tabulations o Review qualifications of bidders and recommend contract awards o Generate cost estimates, including soft and hard costs o Coordinate with utilities o Job site logistics and analysis including access, storm, soil erosion, water, power, and temporary facilities o Participate in value engineering studies o Further develop and maintain the project schedule o Develop list of long-lead items o Develop an overall project budget and regular updates o Participate in development of monthly program status reports
