The University of California San Diego ("UC San Diego" or "University") and the offices of Capital Program Management ("CPM") and Campus Planning requests a written response to this Request for Qualifications ("RFQ") for selecting As-Needed Environmental Consulting firms. Under the direction of the Campus Planning's Environmental Planners, the environmental consultants will assist on an as-needed basis, with a variety of environmental professional services including the preparation of California Environmental Quality Act (CEQA) documents. Projects will be primarily located at the UC San Diego campus and occasionally off-campus UC San Diego properties. Projects will be under the jurisdiction of the Campus Building Official and Campus Fire Marshal. As a state entity, University of California is considered the lead agency for the processing of University projects in compliance with CEQA. Project approvals are generally granted by The Regents of the University of California or as delegated (i.e. UC San Diego Chancellor). UC San Diego requires the services of environmental consulting firm(s) specializing in CEQA compliance to provide professional "as needed" services for projects that may occur on any UC San Diego property. The University is committed to promoting and increasing participation of small business enterprises (SBEs) and disabled veteran business enterprises (DVBEs), subject to any and all applicable obligations under state and federal law, and University policies. The selected consultant shall make best efforts to provide qualified SBEs and DVBEs with the maximum opportunity to participate. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each candidate firm may be required to show evidence of its equal employment opportunity policy. The work described in the contract is a public work subject to section 1771 of the California Labor Code.
