Renovation of a municipal facility in East Saint Louis, Illinois. Completed plans call for the renovation of a municipal facility.

Base Bid includes reroofing existing adhered EPDM roof system the with new fully-adhered EPDM membrane roof system including the addition of new rigid insulation substrate at the City of East St. Louis, Public Works building. Project also includes replacement of existing clay tile parapet caps, metal gutter, downspouts and accessories with new prefinished metal parapet cap flashing, gutters and downspouts, and related sheet metal flashing and accessories. Provide all labor, material and accessories required for a complete system and as necessary to obtain the specified manufacturer's 20- year roof system warranty. The Contractor shall comply with local, State and Federal Safety and Health Requirements. The Contractor shall possess a City of East St. Louis business license and /or a contractor's registration (whichever is applicable). The contract is to be awarded to the responsible bidder whose BID meets the requirements and criteria set forth in the RFB and who will enter into an acceptable contract as may be determined by the city. The City of East St. Louis encourage certified MBE's and WBE's to submit Bids for service in accordance with the terms and conditions required. Contractor shall provide all labor, material, and equipment required to complete the work in this scope. Contractor shall legally dispose of all waste materials at his expense. Contractor shall pay for all fees, permits necessary to conduct the work at his expense. Contractor shall adhere to current Illinois Prevailing Wages in place at the time of Construction. The City reserves the right to reject all Bids, to request information concerning any Bid for purposes of clarifications, to accept or negotiate any modification to any Bid following the deadline for receipt of all Bids, and to waive any irregularities if such would serve the best interests of the City. If the bidder neglects to provide any required documentation their bid is subject to be rejected for nonresponsiveness. In addition, the bidder is subject to administrative cost that the City incurs due to the bidder's non-responsiveness. The Scope of Work describes the minimum work to be accomplished. Upon final selection of the organization, the Scope of Work may be modified and refined during negotiations. The Owner requires the Project to be substantially complete within 90 calendar days following issuance of Notice to Proceed.
