Last Day for Questions Email questions to purchasing@danvilleva.gov by no later than January 8, 2024 at 5:00 PM Scope of Work: These specifications cover the design of the structures, equipment and materials required to provide a 69 to 25 kV step-down substation to operate as a part of the electrical system of the Purchaser. The substation will be designed for an ultimate 50 MVA capacity at 15 kV with two transformers operating at 25 MVA each. The Materialman should include in his quotation all materials required to provide the specified substation. Power transformers, circuit breakers, grounding materials, control house, cable trench, batteries and relays will be provided by others. This schedule includes all other materials and equipment required. The substation shall consist of standardized outdoor equipment completely coordinated as to design, operation and appearance for the control of the circuits as indicated in these Specifications and as shown in the Drawings. Hard copies of proposal shall be submitted in duplicate. All hand carried proposals are to be presented to the City of Danville Purchasing Office or at the time of the Proposal opening. Cash, bid bond, certified check or cashiers check insured by the Federal Deposit Insurance Corporation, made payable to the City of Danville, Virginia, in the amount of five percent (5%) of the total Proposal must accompany all proposals in order to guarantee compliance with the provisions of the proposal. The Proposers proposal shall specify price, any applicable price terms, approval drawing time, and delivery time. All prices shall be DDP substation site. The Proposers proposal shall include an outline drawing indicating approximate overall physical dimensions and weight of structures. The City is exempt from sales tax. The Owner reserves the right to waive minor irregularities or errors in the Proposal if it appears that such irregularities or errors were made through inadvertence. Any such irregularities or errors so waived must be corrected on the Proposal prior to acceptance by the Owner. The Owner will evaluate all data provided in the proposal and select the proposal that in the sole judgment of the Owner represents the best value to the Owner. In addition to evaluating price, the following factors will also be evaluated: delivery, proximity of manufacturing facility, amount of experience providing similar size and type packages for substations in the southeastern US. The Owner reserves the right to reject any or all proposals. The Owner will not discriminate against any Proposer submitting a Proposal because of race, creed, color, national origin or handi A Pre-Bid Meeting will not be held for this project. Proposals must be written in ink or typewritten and shall be submitted on the forms issued. Unsigned proposals will not be accepted. No proposal may be considered if received after the time shown on Title Page. Offerors are expected to examine all instructions and specifications. Failure to do so will be at the Offerors risk.
