Scope of Work A. Project Overview Teton County Integrated Solid Waste and Recycling (ISWR) is seeking proposals for qualifications and time for an experienced facilitator to guide the department's Zero Waste Strategic Planning process. ISWR staff, Advisory Board members, and community stakeholders seek guidance to create the framework for the department's strategic planning session, facilitate the onsite planning retreat, and help build the strategic plan. Specifically, ISWR seeks support to identify department-specific goals, objectives, and actions targeted at improving the Road to Zero Waste mission and the County's overall diversion goals. Background and Purpose The County integrated solid waste management and recycling operations in 2009 and in 2014 adopted a resolution stating that 60% of the waste produced in Teton County will be diverted from the landfill by 2030, called the Road to Zero Waste. Since then, the County has capped and closed the old Horsethief Canyon Landfill, invested in capital projects and infrastructure improvements, and improved the County's recycling, composting, waste prevention, and waste diversion programs along with dedicated public education support. Yet with all the efforts, the County's diversion rate has remained around 30% for the last decade. Given the challenges Teton County ISWR has faced, despite significant efforts to achieve waste diversion goals, a zero waste strategic planning session is crucial for the department to diagnose shortcomings, involve community stakeholders to support collaborative efforts, engage the public, reassess objectives, optimize resources, and establish a long-term vision for waste management that might aid in achieving the Road to Zero Waste goal.
