Site work and new construction of a fire / police facility in Santee, California. Working plans call for the construction of a fire / police facility; and for site work for a fire / police facility.

**As of March 21, 2024 bids were rejected. No definite date for the rebid.** The successful Firm shall provide all necessary design services, permitting, project management, and construction services required for the Interim Fire Station - Living Quarters (Fire Station No. 20) at the City's Operations Center located at 9534 Via Zapador, Santee, CA 92071. This fire station will be used for fire department operations on a temporary basis while a permanent Fire Station is being designed and constructed. The site plan (Exhibit 'A') provides the preliminary layout identifying the desired Interim Fire Station - Living Quarters location at the City's Operations Center. An adjacent interim fire station apparatus bay is also shown which will be completed under a separate contract. The City's Operation Center, formally named "City Maintenance Yard" As-built drawings (Attachment 'C') are provided for reference. All materials used for site improvements, and underground utilities on the Project shall be selected from the City's Approved Materials List (Attachment 'D') or approved equal. A Project Management Liaison will be identified by the City of Santee. A concurrent project (Interim Fire Station - Apparatus Bay) will be occurring along similar timelines identified in this RFP. The project will be adjacent to this Project on the east side and will require coordination between both Contractors for the Interim Fire Station - Living Quarters and the Interim Fire Station - Apparatus Bay projects. The City of Santee's Project Manager Liaison will communicate project needs between both projects should coordination of project work be required All questions concerning this RFP must be submitted in writing and received no later than 5:00 pm, January 17, 2024. Contact with City personnel other than the staff person listed above regarding this RFP may be grounds for elimination from the selection process. Final Date Questions Due for Consideration January 17, 2024, at 5:00 pm Staff Review of Proposals Complete February 2, 2024 Interviews with Selected Firms (optional) TBD Anticipated Award of Contract February 14, 2024 Notice to Proceed Issued March 1, 2024 Preliminary Design Completion May 1, 2024 Project to be Fully Complete August 30, 2024 Proposers should attend this meeting to visit the site in order to check and verify existing conditions prior to submitting a proposal.Proposers will be responsible for verifying and inspecting the Project site prior to submitting a proposal and will assume full responsibility for having familiarized themselves with the locality and local conditions that may in any manner affect the work to be done. Submission of a proposal shall be prima facie evidence that the Proposer has made such examination and is satisfied as to the conditions to be encountered in performing the work and as to the requirements of this contract. The City of Santee complies with the Americans with Disabilities Act. If you require reasonable accommodations for the pre-proposal meeting, please contact the Office of the Fire Chief at (619) 258-4100 extension 207, at least 48 hours prior to the meeting. Failure to comply with all the requirements of the RFP may result in disqualification. Proposals submitted by facsimile are not acceptable and will not be considered. Each proposal shall be accompanied by a certified, cashier's check, or notarized bid bond in the amount not less than ten percent (10%) of the grand total proposed cost amount; the check or bond made payable to the order of the City of Santee. Said check or bond shall be given as a guarantee that the Proposer will, within fifteen (15) business days after being requested to do so by the City, enter into a contract and provide the required bonds, certificates of insurance and certifications. If the Proposer to whom the Work has been awarded and to whom the request has been made refuses or fails to enter into said Contract and provide the required bonds and certificates of insurance within the specified time, the check shall be forfeited to the City or the Proposer and surety on the bond shall be liable to the City for the amount thereof in accordance with its terms. When the awarded Proposer executes and delivers to the City the required Contract Documents, the bid bond or the certified or cashier's check will be returned to the Proposer. The Design Build Entity shall complete all work within 120 working days as specified in the Contract Agreement, TERM OF AGREEMENT AND TIME FOR COMPLETION. Contract time shall begin on the date designated in the Notice to Proceed. The successful Firm will be required to furnish a Faithful Performance Bond and a Material and Labor Bond, both in the amount of one hundred percent (100%) of the total contract amount
