A timeline for the award will be after two weeks.** It is St. Lucie Countys intent to award a construction contract to one or more qualified bidders to perform construction-related services for approximately 8,100 lineal feet of 16 PVC water main, 4,850 LF of 20 HDPE water main by directional boring, 6,550 LF of 12 PVC force main, 6,500 LF OF 14 HDPE force main by directional boring, and associated valves, fittings, and appurtenances along the west side of South Header Canal Road between Okeechobee Road and C-24 Canal. The Contractor will be expected to provide (1) connection to the existing 16 water main and (1) connection to the 12 force main on the southwest corner of South Header Canal Road and Okeechobee Road. Provide future sanitary sewer collection and transmission and potable water supply to residential and commercial properties located in the project area. No new services are proposed as part of this project. The award of the Contract, if it is awarded, shall be to the lowest responsive and responsible bidder whose qualifications indicate the award will be in the best interest of the County and whose bid complies with all prescribed requirements. All Bidders shall provide proof that they are State Certified or State Registered, and a State Registered License shall be based on the possession of a St. Lucie County Certificate of Competency. Specialty contractors shall be required to provide proof of having obtained a St. Lucie County Certificate of Competency. Possession of either a State Certification or County Competency card must accompany the bid. It is the responsibility of the bidder to confirm that they have all the proper licenses to perform the work. The Board of County Commissioners reserves the right to waive any informalities or minor irregularities; reject any and all bids/proposals which are incomplete, conditional, obscure, or which contain additions not allowed for; accept or reject any proposal in whole or in part with or without cause; and accept the proposal which best serves the County. St. Lucie County will endeavor to respond to all questions received before the aforementioned deadline to submit questions, but the County is not obligated to respond to every question received. All responses, if any, will be conveyed via addendum to this ITB and posted on online, oral responses will not be binding on the parties. All Bidders are required to submit a five percent (5%) Bid Bond with the Bid Form, or their bid shall be rejected as non-responsive. A one hundred percent (100%) Public Construction Bond for both payment and performance is required upon notification of St. Lucie County's intention to award the contract to the apparent successful bidder.
