The City of Gardner is requesting qualifications for the purpose of providing engineering design services for the Gardner Traffic Signal Interconnect project. The project will update traffic signal systems to more efficiently move traffic. The project will include cellular interconnected traffic signals and improved detection (as needed) and optimized coordinated signal timings. The City of Gardner is requesting qualifications for the purpose of providing engineering design services to update traffic signal systems to more efficiently move traffic. The project will include cellular interconnected traffic signals and improved detection (as needed) and optimized coordinated signal timings at the following intersections: o US-56 and Cedar Niles; o US-56 and Old 56; o US-56 and Moonlight Road; o US-56 and Moonlight Plaza; o US-56 and Elm Street; o US-56 and Center Street; o Moonlight Road and Lincoln Lane; and o Moonlight Road and Madison Street The following scope of services is a general outline, which is not intended to be a comprehensive summary of the required services. The final scope of services shall be agreed upon during the contract negotiations. Phase 1 - Signal Infrastructure Improvements 1. Evaluate existing signal infrastructure and provide improvement recommendations for stop-bar detection, wireless network equipment, and central signal software for City consideration. 2. Provide specifications for recommended stop-bar detection, wireless network equipment, and central signal software to be included in city procurement documents. 3. Provide technical guidance to the City during the review of bids/proposals and make recommendations for awards. 4. Provide technical guidance and support to the city as needed while the city hires and manages a networking consultant to install a network to communicate with the central signal software that will be physically located at Gardner City Hall. Project Schedule o February 26, 2024 Notice to Proceed o April 26, 2024 Phase 1 complete o August 30, 2024 Phase 2 complete o October 1, 2024 Phase 3 complete No oral, telegraphic, facsimile or telephonic RFQs or RFQ alterations or corrections will be considered. The City reserves the right to accept or reject any and all Proposals and to waive any technicalities or irregularities therein. Proposals may only be withdrawn or corrected pursuant to the provisions of K.S.A. 75-6902, as amended, et seq. Proposals may be modified or withdrawn by written request, if such requests are received in the office of the City Clerk, prior to the time and date for RFQ opening. The method of Contractor Selection has not been Determined at this time.
