The Mariposa County Community Resilience Hub Concept Design Project will develop a community-preferred conceptual design and construction cost estimates for a resilience hub in the town of Mariposa. The resilience hub will be designed with co-benefits in mind: aiding the Countys disaster response, providing space for resilience-focused organizations to meet and work, and offering recreation opportunities for residents. The project will encompassthe following activities: researching best disaster-hardened building practices and precedents for community Resiliency Centers engaging with key stakeholders and Mariposa community members to ensure that the functional components, space programing requirements, and aesthetics of the Community Resiliency Hub align with the regions resilience needs and communitys expectations; producing 2-4 distinct design alternatives for community and stakeholder feedback; For each alternative, there will be concept elevations, and illustrative graphics that communicate the distinctions between the alternatives and enable the community to provide substantive input on each alternative; delivering a refined concept design for a preferred alternative that reflects the communitys preferences and expectations for architecture, site design, in both the disaster event and nondisaster event functions of the Community Resiliency Hub developing a conceptual cost estimate, which will outline the funding necessary for the Community Resiliency Hub project. The Mariposa County Community Resilience Hub will be located on Mariposa County-owned land within Phase IV of the Mariposa Creek Parkway as detailed in the Phase IV Special Plan. Mariposa County purchased the 187 acres that comprise the project area in 2021 to achieve a range of community-supported objectives, including establishing a connected trail network, developing affordable housing, and enhancing recreation opportunities for Mariposa residents and visitors. The Community Resiliency Hub will be at the intersection of 5-plus miles of hillside and creekside trails that are currently under development. The project is anticipated to follow the following workflow, with milestones indicated below. The anticipated project timeline is included in Appendix B. These dates are somewhat flexible and can be modified slightly depending on project needs, but the project must be completed by 4/1/2025. The Mariposa County Community Design and Development Team will be directly integrated into the project as a local resource. As reflected in the project budget, the total amount available for the contract is $100,000. However, while the budgetary allocations are based on the project teams best estimate, there is an opportunity to modify the project budget such that funding is reallocated among some of the project tasks. Bidders are invited to provide an optional revised budget, with the following stipulations: Revised budgets may not increase or decrease the proposed project costs. In other words, revised budgets must total $100,000. Revised budgets may not add or subtract line items from the existing budget or project scope. Bidders interested in providing a revised budget can contact Will Fassett (wfassett@mariposacounty.org) to request a blank budget sheet to revise and include in their proposal. Task 1: Preliminary Design (completion anticipated circa May 2024) :During this period, the selected consultant team will work with the County and core stakeholder group to advance the design and programming for the Community Resiliency Hub. This task, which builds on the conceptual design work completed through the Mariposa Creek Parkway Phase IV Special Plan, entails close collaboration with the projects core stakeholders. In addition to the emergency response community, especially the Mariposa County Office of Emergency Services, County Health and Human Services Agency, and CAL FIRE (Madera-Mariposa-Merced), the core stakeholder group could include: Sierra Foothill Conservancy Southern Sierra Miwuk Nation Mariposa County Arts Council Upper Merced River Watershed Council Mariposa County Fire Safe Council The consultant team will facilitate a collaborative design process with the County and these groups to establish the project goals and requirements for Community Resiliency Hub. This process will draw heavily from the engagement work and decisions made during the development of the Phase IV Special Plan and will result in materials that can be shared with the broader Mariposa community through the stakeholder engagement effort that will take place in subsequent quarters (described below). In this early phase, the consultant team will produce 2-4 distinct design alternatives that are capable of meeting the Countys stated requirements for building performance, both during disaster and non-disaster modes. For each alternative, the consultant team will provide materials, such as precedent imagery, concept elevations, analytical diagrams, and illustrative graphics, that communicate the distinctions between the alternatives and enable the community to make informed decisions about their preferences through the engagement process. Task 2: Stakeholder Outreach & Dialogue (Completion anticipated July 2024) :The consultant team will solicit input from the broader Mariposa community on the design alternatives produced in the previous phase to collect feedback and recommendations and identify a preferred concept. Multiple modes for soliciting feedback will be used: in-person town halls, an online meeting (if possible), and a survey. With the support of the Countys Public Information Officer, these stakeholder engagement opportunities will be widely publicized in print media, social media, on local radio, and at installations displaying the design concepts in our public libraries and at the Creekside Terrace Apartments. Our project partners, who reach broad audiences through their social media and enewsletters, will also publicize the stakeholder engagement activities and survey. Task 3: Design Refinement (Completion anticipated January 2025): Having solicited community input and identified a preferred design alternative in the previous phase, the consultant team will now focus on adding detail and specificity to the selected concept. Working closely with the core stakeholder group, the team will synthesize the results of the engagement process into defined conceptual site and building designs for the Community Resiliency Hub. In addition to rendered perspectives, section/section elevations, and interior floor plans, deliverables at this stage will include diagrams, narratives, and other materials to effectively communicate key programmatic elements for both the Hubs disaster and non-disaster modes. Finally, with input from the County Engineer, the consultant team will prepare a conceptual cost estimate to include the Hubs architectural, utility, and infrastructure elements and to serve as the basis for future fundraising activities. Task 4: Community Presentations (Completion anticipated March 2025) :In the first quarter of 2025, refined concept design materials will be presented to the community to confirm that the concept design reflects the direction provided during Task 2. County staff and the consultant team will present these materials using engagement methods outlined previously, conducting two townhall meetings and an online Zoom presentation (if possible), publicizing the project in local print media and on social media, and creating installations with the designs at strategic locations through Mariposa, such as our local libraries and neighboring residential areas. Engagement of the public throughout the entirety of this project, including at its conclusion, will ensure a strong sense of community ownership for Mariposas new Community Resiliency Hub. Task 5: Approval & Adoption (Completion anticipated April 2025): The Mariposa County Board of Supervisors will approve the designs for the Community Resiliency Hub. The County and its project partners will then pursue implementation funding from appropriate sources, including the Strategic Growth Council and CA Department of Food and Agriculture Community Resilience Center Programs, from the USDAs Community Facilities Direct Loan & Grant Program, and from other sources The method of Contractor Selection has not been Determined at this time.
