Civil Engineering & Design Services for Colwell Ave. Site Improvements. Engineering for this project is intended to provide upgrades and improvements and may include general paving of LHA property only, including parking lot and pedestrian walkways, retaining wall and railing repairs, pavement sealcoat and striping. It is Lowell Housing Authority's ("LHA") intent to award a design contract to one, experienced design firm. The LHA reserves the right to amend or cancel this RFQ, accept or reject any and all submissions and waive minor informalities.
