The City of Rancho Santa Margarita (City) invites qualified firms to submit written bids to provide comprehensive Street Sweeping and Roadway Cleaning Maintenance Services. The work will include the provision of a total maintenance/management program including, but not limited to the sweeping and cleaning of streets and other tasks and services necessary to insure well maintained City streets. The service provider must be reputable, bonded and capable of furnishing required materials, equipment, transportation, supplies, tools, apparatus, incidentals, labor and supervision necessary to provide superior street sweeping and roadway cleaning maintenance services for the City's roadway network. Should an award of contract be made, the selected Bidder will enter into a maintenance services agreement with the City of Rancho Santa Margarita to provide Street Sweeping and Roadway Cleaning Maintenance Services for a five (5) year term with one (1) threeyear option to renew. The extension shall be in written form as an amendment to the Agreement. After the Agreement is approved and awarded by City Council, this contract is expected to commence on the first day of April 2024. Bids or proposals shall encompass furnishing all materials, equipment, tools, labor and incidentals as required for the above stated maintenance services in accordance with the requirements set forth in the NIB, including Scope of Services, sample draft agreement, and all attachments and appendices. To be considered responsive, qualified Proposers must submit a written proposal in accordance with the requirements, specifications, conditions, and provisions as described and set forth herein. The work to be performed hereunder is located in the City of Rancho Santa Margarita and generally includes, but is not limited to, weekly sweeping of Arterial Highways (majors, primaries, secondaries and collectors) once monthly sweeping of residential streets, and related cleaning services. The City reserves the right, after opening bids, to reject any or all bids and will procure the services for Project consistent with the City's procurement regulations, procedures, and best qualified vendor criteria set forth in Section 3.07.060 and 3.07.111 of the Rancho Santa Margarita Municipal Code (RSMMC), respectively, as determined solely by the City; to waive any informality in the bidding, to accept any bid or portion thereof; and to take all bids under advisement for a period of one hundred twenty (120) days. A full and complete copy of Sections 3.07.060 and 3.07.111 of the RSMMC is provided within the Instruction for Bidders section of the NIB. To facilitate the City's determination of the Best Qualified Vendor, Bidder shall provide up to ten pages of additional information about their unique qualifications meeting the City's needs for this Project as part of the submission of their Bid Proposal. The City may, at its discretion, after the opening of the Bids, schedule interviews of the lowest responsive, responsible Bidders as part of its determination of the Best Qualified Vendor. Bidders shall be notified of a schedule of interviews and shall participate upon an invitation issued by the City. At the time of contract award, the Contractor shall have and maintain a State of California Contractor's License as appropriate for the work for the duration of these services. Additionally, Contractor shall have and maintain additional licenses as required by any governmental regulation for any other regulated work. There is no City Business License requirement. The City requires either the State Compensation Insurance Fund or a carrier rated B+ or above for Workers' Compensation insurance. The selected company/Contractor shall enter into the City's Street Sweeping and Roadway Cleaning Maintenance Services Agreement, which includes the following provision regarding Prevailing Wages: The prevailing wages applicable to this procurement are available electronically. it is the Bidder's sole responsibility to incorporate the cost of complying with all prevailing wage and labor compliance requirements and all applicable laws for this Project. The successful Bidder and its subcontractors of any tier, if any, shall maintain active registration with DIR, as appropriate, for the duration of this Project. Additional Prevailing Wage requirements are set forth in more detail as terms and conditions in the attached (see Appendix 3) "Sample Draft Street Sweeping and Roadway Cleaning Maintenance Services Agreement -- Subject to Revision by City Upon Final Contract Award" to the NIB. You may also access the Web site after the bid submission deadline to obtain information regarding the award of bid. Deadline for Written Questions February 6, 2024. Oral statement(s), interpretations or clarifications concerning meaning or intent of the contents of this NIB by any person are unauthorized and invalid. Tentative Bidder Interviews (as needed) Week of February 19, 2024 Tentative City Council Award March 13, 2024 Tentative Contract Effective date April 1, 2024 Late bids will not be accepted and will be returned to the Bidder unopened. In its sole discretion, the City Council may reject any and all bids for any reason or for no reason, and may suspend, delay, or otherwise cancel the procurement, or may order the re-advertisement of the request for bids. If all formal bids are rejected and the City Council resolves by a recorded majority vote of the total membership of the City Council that the procurement can be performed more economically by informal procedures or through open market purchases, then it may dispense with further formal competitive form bidding. The City reserves the right to reject any or all bids or any part of a bid. The City reserves the right to reject the bid of any Bidder who previously failed to perform adequately for the City or any other governmental agency. The City expressly reserves the right to reject the bid of any Bidder who is in default on the payment of taxes, licenses or other monies due the City.
