Renovation of a mixed-use development in Waterbury, Connecticut. Completed plans call for the renovation of a municipal facility.

Captain Neville Electrical Utility Upgrade The existing electrical service is insufficient to 400 Captain Neville Drive. Clarification Deadline: 1/18/2024 2:00 PM The tenants' electrical demands exceed the site's current electrical capacity, thereby limiting their ability to expand manufacturing, global research, and other business development opportunities. Updated electrical service from the Street into the Industrial Park, directly connecting to the building at 400 Captain Neville Drive, is required to facilitate the expansion of production and research for these Waterbury based manufacturers. The work outlined in this ITB, specifications, and plans will bring an upgraded electrical service to the building This project is funded in whole or in part through a Connecticut Department of Economic and Community Development ("DECD") grant. Guidelines with requirements associated with these funding sources are attached to and are part of this ITB and must be complied with including requirements that the selected Bidder shall erect a suitable sign attributing funding to State of Connecticut, Governor; Department of Economic and Community Development, and Commissioner. A sign template is attached to the Bidding, Contracting and Construction Guidelines. AIA forms such as application and certificates of payment (AIA Document G702) approved by the engineer, appropriate invoices, etc. are required for this funding source. Minimum Wage Rates as determined by the Connecticut Department of Labor under the provision of the Connecticut General Statutes, Title 31, 53, latest revision (the "Act") apply to this project. It is the responsibility of the Contractor, before Bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed Work under this Contract. Bidders shall be Department of Administrative Services (DAS) pre-qualified. Bidders are advised that both the DAS Prequalification Certificate and Update (Bid) Statement must accompany the Bid proposal for projects estimated to exceed $500,000 under C.G.S. 4b-91 as amended. Failure to supply these forms with the Bid will result in rejection of the Bid. This Contract is subject to State contract compliance requirements, including non-discrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) percent of the of the state-funded portion of the Contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services. The Contractor must demonstrate good faith efforts to meet the 25% set-aside goals Bid shall be submitted in accordance with the Instructions to Bidders and be accompanied by a Bid Security in the amount of ten (10) percent of the Total Bid Price, made payable to the City of Waterbury The Bidder to whom a contract is offered must provide the City, if that contract has a total cost greater than $25,000.00, a one hundred (100) percent Performance Bond with a surety, and in a form, acceptable to the City. A 100 percent Labor & Payment Bond and/or other additional security with a surety, and in a form, acceptable to the City must also be provided. The time period for hold proposals is 90 days, Saturdays and Sundays, and legal holidays excluded. A deposit shall be furnished in accordance with the Instructions to Bidders. Bidding Documents may be downloaded and obtained from the CITY and through the Connecticut Department of Administrative Services (DAS) portal. This contract is subject to the Citys Good Jobs Ordinance, State of Connecticut Prevailing Wages, State SBE/MBE set-aside and CHRO contract compliance requirements. All questions about the meaning or intent of the Bid Documents must be submitted to Electronically by 2 p.m. on January 18, 2024. 4.2 The City will issue written clarifications or interpretations by Addenda Electronically not later than 2 p.m. on January 23, 2024 Only information issued by such City written Addenda will be binding. Oral and other clarifications or interpretations will not be binding and will be without legal effect. All Bidders must complete, sign and return the: CHRO Contract Compliance Regulations Notification to Bidders form to the grantee at the time of bid opening. Bids not including this form will be considered incomplete and rejected. In compliance with CGS Section 4b-91, the successful Bidder shall hold a current DAS Contractor Prequalification Certificate (not a predetermination letter). from the Department of Administration Services of the State of Connecticut and shall provide proof of same as part of the bid response. Complete instructions for filing Bids are included in the Instructions to Bidders. After review of the factors set forth in the Instructions to Bidders, the City reserves the right to reject any and all Bids, to make an award, or to decline to make an award. The City of Waterbury shall receive written notice of cancellation from the Contractor at least thirty (30) calendar days prior to the date of actual cancellation, regardless of the reason for such cancellation. Bidder agrees and covenants that it shall Substantially Complete all Work and services provided for in this ITB and required under the resulting contract within ONE HUNDRED FIFTY(150) consecutive calendar days of delivery of the Citys written notice to proceed, utilizing sufficient full time crews during normal working hours as set forth in the General Conditions, and that it shall reach Final Completion within ONE HUNDRED EIGHTY (180) days consecutive calendar days of delivery of the Citys written notice to proceed (Contract Time). Contractor shall pay to WDC the sum of One Thousand Five Hundred Dollars ($1,500.00) per calendar day for each and every calendar day including Saturdays, Sundays and legal holidays for which Contractor is in default in completing the work beyond the Final Completion Date, the Substantial Completion Date, and the Milestones as set forth in this Section 5, or the actual damages incurred by WDC and/or the City caused by delay. The preceding sum is hereby agreed upon not as a penalty, but as delay damages for the delay that WDC and/or the City shall suffer due to such default. The WDC shall have the right to deduct the amount of any such damages from any monies due Contractor under this Contract.
