The Town of Jaffrey, will be accepting submissions of qualifications from consultants for the provision of construction engineering & oversight services to carry out and complete the Towns pedestrian Improvement Project. Department of Transportations Local Public Agency Manual. The engineering plans are in final design and it is anticipated the Request for Bids will be advertised in spring 2024. We anticipate project construction to take place in the summer of 2024. The project includes reconstruction and new construction of sidewalk, and some crosswalks inlayed with thermoplastic and RRFBs and bike lanes along portions of Peterborough Street (US Route 202) and Stratton Road, adjacent to the Turnpike Road intersection. Approximately 5,043 total linear feet of sidewalk construction. Construction cost is currently programmed by DOT at $1,333,500. The selected firm will be tasked with construction administration, inspection and oversight through the projects construction phase. NHDOT requires almost full time inspection (a minimum of 32 hours a week). We have also been advised by NHDOT that the individual providing the oversight work must have attended Part 1 and Part 2 of the Local Public Agency (LPA) training provided by NHDOT. In general, the sections of your submission should include the following: Company Overview Each consultant shall provide an overview of their company that shall include a minimum of the following: a. Location of corporate headquarters. b. Office location where the project team will be located. c. Number of years in business for corporate and branch offices. d. Other names that the firm has conducted business under. e. Overview of the company and types of engineering services provided. Project Team :Include a Project Team and Organization Chart of all individuals who will be assigned to work on this project. The Consultant shall be required to have a minimum of two licensed professional engineers on staff, one of which shall have a roster classification of structural in the State of New Hampshire. Also, list any proposed subconsultants, their intended scope of work and qualifications Project Qualifications :List similar LPA construction projects funded by NHDOT for which the Consultant has provided construction engineering services in the last five (5) years. The following information shall be included for each project: a. Project location. b. Owner contact with address and phone number for at least five (5) projects. c. Include brief scope of the project and the construction engineering services provided. d. Construction cost. Provide a narrative on the Consultants familiarity and past experience with the NHDOT Process for Local Public Agency Projects and LPA Manual. Consultant selection shall be a Qualifications Based Selection (QBS) based on possession of the necessary experience, organization, technical and professional qualifications, skills and facilities, and possession of a satisfactory record of performance. The Town will enter into negotiations with the top-rated firm and develop the scope and fee in accordance with the NHDOT Process for Locally Public Agency Projects. The method of Contractor Selection has not been Determined at this time.
