As of October 2, 2024, an engineer has been selected. The city of Winston-Salem is seeking a firm to provide construction engineering and inspection (CEI) services for NCDOT project eb-5840 multi-use path east. This project will require CEI services for sidewalks, curbing, landscaping and street lighting, earthwork, storm sewer pipes and culverts, retaining walls, and a pedestrian bridge within NCDOT and city rights-of-way. The EB-5840 project is approximately 3,300 linear feet long and includes an elevated pedestrian bridge located along NCDOT Salem Parkway. This project will be partially reimbursed with Federal-aid funding through NCDOT. The final bid drawings have been submitted to the City by HDR, the Design Engineer for this project, and are currently in review. Stantec is under contract with the City to provide project management services and will be acting as the City's agent for overall project management. Hereinafter references to the City shall be interpreted as meaning Stantec as an acting agent of the City of Winston-Salem. The City is currently selecting a firm to provide CEI services for this project. The selected firm will provide CEI services on EB-5840 for the construction of 3,300 linear feet of new sidewalk along Salem Parkway from West Fourth Street to South Liberty Street. The selected CEI firm will be responsible for providing technicians with the appropriate skills and qualifications to perform general construction inspection, erosion control inspection, pedestrian bridge construction inspection, materials sampling and testing, surveying grade verification, documentation of pay quantities and claims avoidance, shop drawing reviews, daily inspection reports, requests for information, and change orders to the construction contract. The selected CEI firm will be responsible for coordination with the Design Engineer and NCDOT during construction phase activities. Construction phase services are based on an estimated construction period of 365 days from Notice to Proceed through Final Completion. Note that the 10% goal for participation by minority and women-owned businesses established for this service applies to each project (including construction administration services). Additionally, failure to provide this form with proposal could be considered as non-responsive and the proposal may not be considered.
